【摘要】：目前我国政府采购发展速度快、规模大,与之配套的相关监督机制和监督流程都存在,但很多环节仍然存在着一定的问题,许多贪污腐败行为均和政府采购相关监督机制不健全存在着一定的关系。完善政府采购监督机制对政府采购活动的良性健康发展存在着非常重要的意义,对我国政府采购的可持续健康发展存在着积极的作用。与国外相比较而言,我国政府采购监督机制相关研究起步较晚,但研究成果颇多,且研究领域也在不断拓展,这为进行深度研究政府采购监督机制提供了良好的基础。本文通过对政府采购监督机制的相关理论梳理,指出目前我国政府采购面临的许多问题多因政府采购监督机制不完善所致的,在此基础上提出了相应的解决措施。本文由五部分构成,第一部分为绪论,描述了选题背景和意义,并对国内外相关研究文献进行综述,介绍了本文采用的研究理论工具和方法工具以及文章的主要内容;第二部分为政府采购监督机制的内涵、特征和功能作用；第三部分为政府采购现行监督机制存在的问题及原因分析;第四部分为完善政府采购现行监督机制的相关对策；第五部分为结论。本文主要从三个方面来提出了完善政府采购现行监督机制的对策。首先,要预防我国政府采购活动中存在的寻租行为,预防措施从三个方面来实现：进一步完善政府采购的法律法规制度、进一步完善政府采购全程监督制度和设立预防寻租行为机制；其次要预防我国政府采购活动中存在的信息不对称行为,从四个方面来实现：设立门槛制度、拓展信息来源、设立共享机制和完善信息披露机制；第三是构建与完善权力制约机制,权力制约机制是有效保证政府采购活动在正常健康方向上运行的非常关键因素,从五个方面阐述了如何构建权力制约机制：保证依法立权、进一步认识政府采购监督机制的原则、进一步规范内部监督机制、进一步规范外部监督机制和坚持改革创新形成长期有效的制约机制。通过研究,作者力图在构建和完善权利制约机制方面提出完善政府采购现行监督机制的对策进行了尝试。
[Abstract]:At present, government procurement in our country is developing rapidly and on a large scale. The relevant supervision mechanism and supervision process are all in existence, but there are still some problems in many aspects. Many acts of corruption are related to the imperfect supervision mechanism of government procurement. Perfecting the supervision mechanism of government procurement is of great significance to the healthy development of government procurement, and it has a positive effect on the sustainable and healthy development of government procurement in our country. Compared with foreign countries, the research on the supervision mechanism of government procurement in our country started relatively late, but there are many research results, and the research field is also expanding, which provides a good basis for the in-depth study of the supervision mechanism of government procurement. By combing the relevant theories of the supervision mechanism of government procurement, this paper points out that many problems faced by our government procurement are mostly caused by the imperfection of the supervision mechanism of government procurement, and on this basis puts forward the corresponding solutions. This paper is composed of five parts, the first part is introduction, describes the background and significance of the topic, and summarizes the relevant research literature at home and abroad, introduces the research tools and methods used in this paper, as well as the main content of the article; The second part is the connotation, the characteristic and the function of the government procurement supervision mechanism; the third part is the analysis of the existing problems and causes of the government procurement supervision mechanism; the fourth part is the relevant countermeasures to perfect the current government procurement supervision mechanism; The fifth part is the conclusion. This paper puts forward the countermeasures of perfecting the current supervision mechanism of government procurement from three aspects. First of all, to prevent the rent-seeking behavior in the government procurement activities, the preventive measures should be realized from three aspects: further improve the laws and regulations of government procurement, To further improve the whole process of government procurement supervision system and the establishment of a mechanism to prevent rent-seeking behavior; secondly, to prevent the existence of information asymmetry in our government procurement activities, from four aspects: to establish a threshold system, expand the sources of information, The third is to construct and perfect the power restriction mechanism, which is the key factor to ensure the government procurement activities to run in the normal and healthy direction. This paper expounds how to construct the power restriction mechanism from five aspects: to ensure the establishment of the power according to law, to further understand the principles of the supervision mechanism of government procurement, and to further standardize the internal supervision mechanism. Further standardize the external supervision mechanism and persist in reform and innovation to form a long-term and effective restriction mechanism. Through the research, the author tries to put forward the countermeasures to perfect the current supervision mechanism of government procurement in the aspect of constructing and perfecting the right restriction mechanism.
