大连市固定资产投资项目立项审批制度研究

【摘要】：中国改革开放30多年来,我国实行了一列的投资体制改革,使现行的投资项目审批体制逐步与国际接轨,适应了建设中国特色社会主义的纲领和推动国民经济发展的要求,推行的制度也彻底推翻了完全计划经济体制模式,越来越能适应市场经济的要求。能够符合国家投资体制改革所倡导的充分发挥企业自主权,优化社会资源配置的原则。本文从投资体制的重要组成部分——固定资产投资项目立项审批出发,主要研究了大连市固定资产投资项目立项审批的背景和意义,通过总结大连市固定资产投资项目立项管理制度存在的主要问题并分析存在的原因,提出了大连市固定资产投资项目立项审批制度改进的方向和原则；提高决策制度的公众参与度,建立和强化立项审批制度的调控作用等方面的建议,为促进大连市固定资产投资环境提供保证。
[Abstract]:Over the past 30 years or so since China's reform and opening up, China has implemented a series of investment system reforms, which have gradually brought the current system of examination and approval of investment projects into line with the international standards, adapted to the program of building socialism with Chinese characteristics and to the requirements of promoting the development of the national economy. The system also overthrew the completely planned economy system model, more and more can adapt to the market economy request. It can accord with the principle of giving full play to the autonomy of enterprises and optimizing the allocation of social resources, which is advocated by the reform of the national investment system. This paper starts from the approval of fixed assets investment project, which is an important part of the investment system. This paper mainly studies the background and significance of the approval of fixed assets investment projects in Dalian, summarizes the main problems existing in the management system of fixed assets investment projects in Dalian, and analyzes the reasons for these problems. The paper puts forward some suggestions on how to improve the examination and approval system for fixed assets investment projects in Dalian, how to improve the public participation in the decision-making system, and how to establish and strengthen the regulatory role of the approval system for the establishment of fixed assets investment projects. To promote the Dalian fixed assets investment environment to provide assurance.
