财政全域国家治理:现代财政制度构建的基本理论框架

【摘要】：本文在"五位一体"总体布局和"四个全面"背景下,提出以"财政全域国家治理"理论框架支持构建现代财政制度,是新历史时期、新发展阶段的客观需要和财政理论与时俱进的创新命题。基于财政基础理论层面"国家分配论"、"社会集中分配论"的本质认识和"公共财政"、"民生财政"的型态认识,论述了财政是现代化"五位一体"国家治理的基础、重要支柱及全面改革的支撑,进而提出创新构建"财政全域国家治理"理论框架以服务于建立全面渗透和优化经济社会生活的现代财政制度的基本认识,强调这一框架是新历史时期客观现实需要与时俱进财政理论创新所引发的逻辑性延展。
[Abstract]:Based on the overall layout of "five in one" and the background of "four comprehensive", this paper puts forward that it is a new historical period to support the construction of modern financial system with the theoretical framework of "national governance in the whole fiscal region". The objective needs of the new stage of development and the innovative proposition of keeping pace with the times of financial theory. Based on the understanding of the essence of "national distribution theory", "social centralized distribution theory" and "public finance" and "people's livelihood finance" in the basic theory of finance, this paper discusses that finance is the foundation of modern "five-in-one" national governance. The important pillar and the support of the overall reform, and then put forward the basic understanding of innovating and constructing the theoretical framework of "national governance of the whole fiscal region" in order to serve the establishment of the modern financial system that comprehensively infiltrates and optimizes the economic and social life. It is emphasized that this framework is a logical extension caused by the objective reality in the new historical period and the innovation of fiscal theory.
