【摘要】：正本文运用比较分析法,分析了英美法系的美国、澳大利亚和大陆法系的法国、日本四国的地方债管理经验。通过分析对比这些高国民收入水平国家的地方债管理经验,并结合我国地方政府债务管理实际,进而从改革过程监控、增加地方债务透明度、加强风险评估与信用评级,建立健全问责、追责机制四个方面提出改革建议。一、地方政府债务问题的研究概况(一)我国地方政府债务历史沿革及主要政策。
[Abstract]:This paper uses comparative analysis to analyze the experience of local debt management in the four countries of Anglo-American law, Australia and civil law, such as France and Japan. By analyzing and comparing the experiences of local debt management in these countries with high national income level, and combining with the actual situation of local government debt management in China, we can monitor the reform process, increase the transparency of local debt, strengthen risk assessment and credit rating. To establish and improve accountability, accountability mechanism to put forward four aspects of reform proposals. First, the research survey of local government debt (1) the history and main policies of local government debt in China.
