电子化公共采购制度比较研究

【摘要】：介绍了影响电子化公共采购实施的关键因素,从中可以把握电子化公共采购发展的总体需求,并管窥中国推行电子化公共采购制度面临的挑战。从制度比较的角度,透视了美欧电子化公共采购制度的新进展,包括覆盖从采购计划到合同管理的全过程,提高了透明度与竞争度,推动采购方式创新,强化采购的横向比较与纵向管理,对采购流程进行再造,完善网络服务与采购系统等。研究认为,电子化公共采购制度应向宏观和微观两个方向发展,是一个复杂的系统工程,必须进行科学的顶层设计和持之以恒的推进,中国应加强整体政府建设和公私协作、加强公共采购制度建设、积极推进电子化公共采购。
[Abstract]:This paper introduces the key factors that affect the implementation of electronic public procurement, from which we can grasp the overall demand of the development of electronic public procurement, and peek at the challenges faced by the implementation of electronic public procurement system in China. From the perspective of system comparison, this paper makes a perspective on the new progress of the electronic public procurement system in the United States and Europe, including covering the whole process from procurement planning to contract management, improving transparency and competition, and promoting innovation in procurement methods. Strengthen the horizontal comparison and vertical management of procurement, reengineer the procurement process, and improve the network service and procurement system. The research holds that the electronic public procurement system should be developed in both macro and micro directions. It is a complex system engineering, and it must carry out scientific top-level design and persistent promotion, and China should strengthen the overall government construction and public-private cooperation. Strengthen the construction of public procurement system and actively promote electronic public procurement.
