地方政府融资平台典型模式研究

【摘要】：地方政府融资平台债务问题恶化以及宏观政策环境趋紧,使得地方政府融资平台发展将面临"何去何从"的困境。省级、地市级及区县级等三类地方政府融资平台,在项目运作、融资渠道等方面存在着差别,适用于不同的地区或区域。在今后很长一段时间内,地方政府仍需扶持与引导实力弱、规模小及无法满足转型条件的地方政府融资平台规范发展,地方政府融资平台则要根据自身资产、经营状况等因素综合考虑其适当的转型改革之路。
[Abstract]:The deterioration of debt problem of local government financing platform and the tightening of macro policy environment make the development of local government financing platform face the dilemma of "where to go". Three kinds of local government financing platforms, such as provincial, prefectural and county level, are different in project operation and financing channels, which are suitable for different regions or regions. For a long time to come, local governments still need to support and guide the local government financing platforms which are weak in strength, small in scale and unable to meet the conditions of transformation, and local government financing platforms should be developed according to their own assets. The management condition and so on factor synthetically considers its proper transformation reform road.
