农村村级公共投资结构与变迁——基于5省101村的长期跟踪调查

【摘要】：基于对1998~2011年5个省101个村农村公共投资调查数据的系统分析,本文详细描述了样本地区在不同时期农村公共投资总量和结构的变化趋势,进而探讨了政府农村公共投资策略。研究发现,这14年间农村公共投资总量逐年增多,尤其在新农村建设开始后投资规模增加很快,项目范围也涵盖了农村生产生活的诸多领域;但是,与发达国家同样发展阶段相比,中国农村公共投资还显不足。研究还表明,农村教育、医疗、生态环境等领域投资不足,需要引起关注;灌溉方面投资效果不佳,需要下大力气改善。
[Abstract]:Based on the systematic analysis of the survey data of rural public investment in 101 villages in five provinces from 1998 to 2011, this paper describes in detail the changing trends of the total amount and structure of rural public investment in the sample areas in different periods, and then probes into the government's rural public investment strategies. The study found that the total amount of rural public investment increased year by year during the past 14 years, especially after the beginning of the new rural construction, the scale of investment increased rapidly, the scope of the project also covered many fields of rural production and life; however, Compared with the same stage of development in developed countries, China's rural public investment is still insufficient. The study also shows that there is insufficient investment in rural education, health care, ecological environment and so on, and that the investment in irrigation is not effective and needs to be improved.
