财政支持我国新型农村社会养老保险的研究

【摘要】：改革开放以来，我国一直实行城市、乡村二元化的社会保障模式，再加上传统的土地和家庭农村养老模式无法起到养老作用，致使社会焦点问题也集中在了农民养老问题上。但是，近些年农民养老难题得到了缓解，这是因为党和国家已经将开展新型农村社会养老保险试点纳入政府工作日程。然而，想要完全解决好农民养老、卓有成效地开展新型农村社会养老保险，其决定性的因素是，是否有足够的来自于财政的资金给予新农保支持。本文将农村社会养老保险的财政支持问题为主线，通过研究公共产品理论、社会保障理论，明确了国家财政有必要承担起对农村社会养老保险的扶持责任，引用农保财政资金占比、财政支出结构、不同区域间投入到农保上的财政资金等数据，并充分借鉴了西方发达国家的丰富经验，最终给出了财政如何扶持我国新型农村社会养老保险的政策性建议。全文共分为六个部分：第一部分：绪论。本文深入分析了该篇文章的研究背景和研究意义，进行了国内、外在完善农村养老制度方面的文献综述。第二部分：农村社会养老保险的相关理论。本文明确了新农保、政府财政责任的概念，，以及与此相关的基础理论。第三部分：我国新型农村社会养老保险在财政支持上的发展现状。介绍了我国实行新农保试点时对新农保实行所做的相关规定，并阐述了现阶段我国新型农村社会养老保险在财政支持上的发展现状。第四部分：我国新型农村社会养老保险在财政支持上存在的问题。包括财政支持新农保的政策模糊不清、财政支持力度不大、结构不合理、财政对各区域间新农保的投入不均衡等问题。第五部分：在财政支持农村养老制度上西方发达国家给我国的启示。通过了解西方发达国家的养老模式，以及西方发达国家是如何给予农村养老制度财政支持，在此基础上我国得到的财政扶持我国新型农村社会养老制度的启示。第六部分：提出关于如何解决财政扶持我国新型农村社会养老保险问题的政策性建议。
[Abstract]:Since the reform and opening up, our country has been implementing the urban and rural dual social security model, coupled with the traditional land and family rural pension model can not play a role in providing for the aged, resulting in the social focus on the issue of farmers pension. However, in recent years, the farmers' pension problem has been alleviated, because the Party and the government have put the pilot of new rural social endowment insurance into the government's work schedule. However, if we want to completely solve the problem of farmers' old-age support and develop the new rural social old-age insurance effectively, the decisive factor is whether there are enough funds from the finance to support the new rural insurance. This paper takes the financial support of rural social endowment insurance as the main line, through the research of public product theory and social security theory, it is clear that the national finance should bear the responsibility of supporting the rural social endowment insurance. Based on the data of the proportion of financial funds of rural insurance, the structure of fiscal expenditure and the financial funds invested in rural insurance in different regions, the rich experience of western developed countries is fully used for reference. Finally, it gives the policy suggestions on how to support the new rural social endowment insurance. The full text is divided into six parts: the first part: introduction. This paper deeply analyzes the research background and significance of this article, and summarizes the literature on how to improve the rural pension system in China and externally. The second part: the related theory of rural social endowment insurance. This paper clarifies the concept of new rural insurance, government financial responsibility, and related basic theory. The third part: the development of new rural social endowment insurance in financial support. This paper introduces the relevant regulations on the implementation of new rural insurance in our country, and expounds the present situation of the development of the new rural social endowment insurance in our country at the present stage. The fourth part: the problems existing in the financial support of the new rural social endowment insurance. The policy of financial support for the new rural insurance is vague, the financial support is not enough, the structure is unreasonable, and the financial input to the new rural insurance is not balanced among the regions. Part five: the enlightenment of western developed countries to our country. Based on the understanding of the pension model of the western developed countries and how the western developed countries give financial support to the rural old-age system, the enlightenment of our country's financial support for the new rural social old-age system is obtained. The sixth part: put forward the policy suggestions on how to solve the problem of financial support for the new rural social endowment insurance in China.
