建立预算绩效管理体制机制的思考

【摘要】：正近年来,宁夏财政以点面结合、稳步推进的方式,着力加强预算绩效管理。以开展政府债券项目绩效评价为切入点,由点延伸覆盖,纵向底、横向边,借助内外力量,以"伞型"模式,推动预算绩效管理"五大转变"。在实施绩效评价中,财政注重普及绩效管理理念、传授绩效评价方法、及时纠正目标偏差。以编制2015年自治区本级部门预算项目绩效目标为突破口,将绩效管理融入到部门、单位的财务管理中,建立绩效目标与部门预算同步申报、同步审核、同步批复的长效机制,为加快建设具有
