经济新常态下山东省财政促进“大众创业、万众创新”的机制分析

【摘要】：财政作为国家资源配置的"蓄水池",对统筹安排创业创新资金、扶持中小微企业软硬件配套设施、完善落实税收优惠政策意义重大。本文科学分析了山东省创新、创业的现状,通过对财政促进创业创新机制的分析,提出搭建创新创业就业公共服务平台,最后建议财政部门实行积极财政支出政策、高校科研机构开展创业教育与培育、营造宽容的创新创业环境。
[Abstract]:As the "reservoir" of national resource allocation, finance is of great significance to arrange the pioneering and innovative funds as a whole, to support the hardware and software supporting facilities of small and medium enterprises, and to perfect and implement the preferential tax policy. This liberal arts science analyzes the current situation of innovation and entrepreneurship in Shandong Province. Through the analysis of the mechanism of fiscal promotion of entrepreneurial innovation, this paper puts forward the establishment of a public service platform for innovative entrepreneurship and employment, and finally suggests that the financial sector should implement an active fiscal expenditure policy. Scientific research institutions in colleges and universities carry out entrepreneurship education and cultivation to create a tolerant and innovative environment.
