税务文书管理系统的设计与实现

【摘要】：当今时代,信息技术日新月异,经济全球化、知识经济、网络经济、电子商务迅猛发展,加速税收信息化的进程是大势所趋。曾有高层和专家坦言,税收征管信息化是税收工作的生产力,是税收征管的一场革命。这场以信息化建设为突破口和前提的征管革命,是税务工作的生命线,是全局干部提高征管质量和效率的生命线;是维护税法严肃性、与涉税犯罪分子作斗争的“杀手锏”,是加强“两权监督、杜绝执法随意性,促进队伍建设的重要措施和有力保障。因此,加强信息化,实现在信息化支持下的税收征管专业化管理已是当前提高税收工作水平的根本出路。将现代网络信息技术运用在税务的信息化建设中,提高工作效率,简化工作流程,充分挖掘和利用信息资源,从而加快税务信息化建设的进程。税收信息化建设是一项融现代科技、税收业务和组织管理为一体的系统工程。近几年中国一直的在实行信息化建设,而信息化建设涵盖了税务的信息化建设,税务的信息建设与社会的其他信息化建设紧密联系,是对国家的信息化建设的重要组成部分。本课题围绕税务管理的公文处理以及公文的设计两个问题。首先系统拥有公文的分类最基本的功能,在公文分类的基础上实现公文的归档,公文的立卷以及公文的查询等功能,这些都是系统的最基本的功能设计,从而实现税务管理中公文处理的流程优化。本课题在明确信息系统将要实现的基本功能的情况下,信息系统将在Windows环境下进行设计和实现。由于税务信息系统会涉及到比较敏感和保密性的信息,系统的安全将是系统设计和实现的重要考虑的问题之一,因此在进行系统的设计时将采用安全性和可靠性都很高的Windows网络操作系统作为基本的开发平台,使用My SQL关系数据库作为信息系统的支撑数据库,完成系统大量数据信息的存储。为了保证系统的质量可减少重复设计,系统设计和实现将严格的按照规范的流程进行,系统的体系结构将采用基于浏览器的B/S模式架构以三层结构设计模式,在进程设计的过程中采用面向对象的方法对系统进行整体性的设计,最终实现系统。

Tax information construction is a system engineering that integrates modern science and technology, tax business and organization management. In recent years, China has been carrying out information construction, and informatization construction covers the information construction of tax. The information construction of tax is closely related to other information construction of the society, which is an important part of the information construction of the country. This topic revolves around the tax administration official document processing and the official document design two questions. First of all, the system has the most basic functions of the classification of official documents.
