特色村寨建设专项资金使用效果评价指标体系研究

【摘要】：特色村寨专项资金的使用目的在于实现以文化为内核的投入-产出效益,然而在实际建设中,文化的投入-产出效益仍不显著,究其原因在于缺少合理的专项资金使用效果评价体系。本研究从专项资金投入水平、专项资金管理效率、专项资金产出效益、受益群体反馈的视角出发,构建了由4项一级指标,9项二级指标,28项三级指标组成的特色村寨专项资金使用效果评价指标体系,旨在为特色村寨专项资金的奖惩与淘汰机制提供科学依据。
[Abstract]:The use of special funds for special villages is aimed at realizing the input-output benefit with culture as the core, but in the actual construction, the input-output benefit of culture is still not significant. The reason lies in the lack of a reasonable evaluation system for the use of special funds. From the perspective of the level of special fund input, the efficiency of special fund management, the benefit of special fund output and the feedback of benefit group, This paper constructs an evaluation index system for the use of special funds in characteristic villages, which is composed of 4 first-grade indexes, 9 second-class indexes and 28 third-grade indexes, in order to provide a scientific basis for the mechanism of reward, punishment and elimination of special funds for characteristic villages.
