化解地方债风险须加快财政金融一体化改革

【摘要】：正近年来我国围绕地方债治理出台了许多财政改革措施,但目前看,强化中央银行的监管职能,增强财政金融改革的协同性,推进财政金融体制一体化至关重要。根据瑞银估算,2016年政府债务规模达50万亿元,占GDP比重为68%。其中,地方政府及准政府债务约33万亿元,广义地方债的快速增长是政府债务扩张的主要原因。截至目前,地方债存量10.63万亿元,其中2015~2016年地方债总计发行
[Abstract]:In recent years, China has introduced many financial reform measures around the governance of local debt, but at present, it is very important to strengthen the supervision function of the central bank, to enhance the coordination of the financial and financial reform and to promote the integration of the financial and financial system. UBS estimates that government debt stood at 50 trillion yuan, or 68 percent of GDP, in 2016. Among them, the local government and quasi-government debt about 33 trillion yuan, the rapid growth of the broad sense of local debt is the main reason for the expansion of government debt.
