规范公共资源收益预算管理制度建设

【摘要】：正1.公共资源产权收益全部纳入财政预算管理,强化预算约束。我国的公共资源出让收益有的作为专项收入纳入了财政预算,有的纳入了政府性基金预算,有的则还游离于政府预算管理之外。未来公共资源产权收益必须纳入财政预算,并要打破现有部门利益格局,按照法定的程序统筹使用,并接受监督。在资源收益预算安排上,要更大比重地用于保障和改善民生的教育、卫生、社保、就业、环保等支出领域,以更好地体现公共资源收益的全民共享。同时,配合政府财务报告体系的完善,建立自然资源资产负债表,定
