科技创新对抗经济下行周期中财政政策的角色定位

【摘要】：通过对历史数据的考察以及对世界经济形势与新兴市场国家的经济情况判断,我国正处于经济下行周期。为对抗经济下行压力,政府采取了一系列应对措施,在这些措施当中,科技创新由于其拉动经济增长作用明显,且不会产生"副作用"而备受重视。但在科技创新的过程中,政府财政政策应该扮演何种角色,以及该如何发挥这种角色的作用,在我国并没有一个清晰的定位,模糊且错误的定位只会把科技创新引入"歧途"。本文正是基于财政政策角色定位这一角度来展开研究的。
[Abstract]:By examining the historical data and judging the world economic situation and the economic situation of emerging market countries, China is in a downward economic cycle. In order to counteract the downward pressure, the government has taken a series of measures, among which scientific and technological innovation has attracted much attention because of its obvious role in stimulating economic growth and the lack of "side effects". However, in the process of scientific and technological innovation, the government fiscal policy should play a role and how to play this role, in our country there is no clear positioning, fuzzy and wrong positioning will only lead scientific and technological innovation "misguided path". This paper is based on the role of fiscal policy to carry out the study.
