我国西部地区公共支出对经济增长影响的实证研究

【摘要】：政府公共支出是政府进行宏观经济调控的重要工具。我国市场经济体制尚不完善，相关制度尚不成熟，市场失灵和市场信息不对称等市场缺陷客观存在，仅依靠市场调节还不能实现资源优化配置。政府作为公共部门，通过其财政手段对市场经济进行宏观调控，能有效解决市场失灵，促进国民经济持续健康发展。本文在对政府支出与经济增长相关文献与理论进行梳理的基础上，首先从总量和结构双重视角就我国西部地区政府支出的现状进行统计性描述分析；其次，，构建省际面板数据模型，就公共支出总量和结构对经济增长的影响进行实证分析与检验；最后对政府公共支出促进经济增长的对策进行了探讨。本文得出如下基本结论：第一，西部地区公共支出总量与经济增长存在长期协整关系，即公共支出总量对经济增长存在长期影响。贵州、陕西、青海、宁夏的公共支出与经济增长的关系不显著，西部其余地区公共支出对经济增长均存在显著正向影响，但各省公共支出的经济增长效应存在明显差异。第二，西部地区经济建设支出和社会文教支出与经济增长之间存在长期协整关系。长期内，经济建设支出与社会文教支出对经济增长均具有一定促进作用，且两者的促进作用较强。第三，行政管理支出与经济增长之间的长期协整关系不明显，但存在短期影响。西部大多数省份行政管理支出对经济增长存在负影响，行政管理支出对经济增长具有阻碍作用。第四，国防支出和其他支出对经济增长的影响存在长期均衡性。因为国防支出和其他支出与经济增长关系显著的省份数量少于经济建设支出和社会文教支出，所以国防支出和其他支出对经济增长的促进作用较弱。
[Abstract]:Government public expenditure is an important tool for the government to carry out macroeconomic regulation and control. China's market economic system is not perfect, the relevant system is not mature, market failure and market information asymmetry and other market defects exist objectively, only relying on market regulation can not achieve the optimal allocation of resources. As a public sector, the government can effectively solve the market failure and promote the sustained and healthy development of the national economy by means of its financial means to carry out macro-control of the market economy. On the basis of combing the relevant documents and theories of government expenditure and economic growth, this paper firstly makes a statistical description and analysis of the current situation of government expenditure in the western region of China from the perspective of total amount and structure. Secondly, the paper constructs the inter-provincial panel data model, analyzes and tests the impact of the total amount and structure of public expenditure on the economic growth, and finally probes into the countermeasures of the government public expenditure to promote the economic growth. This paper draws the following basic conclusions: first, there is a long-term cointegration relationship between the total public expenditure and economic growth in the western region, that is, the total amount of public expenditure has a long-term impact on economic growth. The relationship between public expenditure and economic growth in Guizhou, Shaanxi, Qinghai and Ningxia is not significant. The public expenditure in other western regions has a significant positive impact on economic growth, but there are significant differences in the economic growth effects of public expenditure in various provinces. Second, there is a long-term co-integration relationship between economic construction expenditure, social culture and education expenditure and economic growth in the western region. In the long run, economic construction expenditure and social culture and education expenditure both promote economic growth to some extent, and they play a stronger role in promoting economic growth. Third, the long-term cointegration relationship between administrative expenditure and economic growth is not obvious, but there are short-term effects. Administrative expenditure in most western provinces has a negative impact on economic growth, and administrative expenditure hinders economic growth. Fourth, there is a long-term equilibrium between defense spending and other spending on economic growth. Since the number of provinces where defense and other expenditures are significantly related to economic growth is less than that of economic construction and social education, defense and other expenditures have a weaker impact on economic growth.
