构建生态功能区财政补偿资金来源机制

【摘要】：正首先,要以政府为主导,建立政府—市场相结合的生态服务付费机制。虽然生态功能区财政补偿资金的名义负担者是中央政府和生态受益区政府,但从最终使用人和受益人的角度看,该费用的最终承担者应当追溯到市场层面污染环境或利用资源的企业和个人,党的十八届三中全会上也重点提出了"要实行资源有偿使用制度,坚持使用资源付费和谁污染环境、谁破坏生态谁付费原则,推行节能量、碳排放权、排污权、水权交易制度,建立吸引社会资本投入生态环境
[Abstract]:First of all, the government should lead the establishment of government-market-integrated ecological services payment mechanism.
