吉林省政府采购绩效评价体系建设研究

【摘要】:上个世纪九十年代初,我国学者开始研究政府绩效相关课题,至今已涌现大量研究成果。而随着2003年我国政府采购法的施行,政府采购绩效便逐渐受到人们的关注。目前,政府采购绩效已成为政府绩效研究领域的一个重要子课题。 本文将项目管理理论与绩效管理理论和政府采购理论相结合,,研究吉林省政府采购绩效评价体系建设。既体现了本文的创新性,又体现了多学科的交叉与融合。项目管理思想在政府采购绩效评价中的运用,为政府采购绩效评价提供了一种新的思路。本文主要内容共六章,每章的内容摘要如下。 第一章是绪论部分,本文在该部分探讨了政府采购绩效评价研究的背景及意义。重点评析了国内关于政府采购绩效评价的研究。国内相关研究起始于政府绩效,政府采购绩效是随着政府绩效的研究而逐渐引起国内学者关注的。 第二章探讨了政府采购理论、绩效管理理论和项目管理理论。本文的研究主题是政府采购绩效评价,探讨政府采购理论和绩效管理理论为后文的研究打下基础。另外,本文的创新点是将项目管理的思想运用于政府采购绩效评价,基于此,该部分也简要阐述了项目管理理论的内容。 第三章详细地展现了吉林省政府采购中心的组织构架、采购方式及采购流程,并根据绩效管理理论的思想,分析了吉林省政府采购绩效管理的总体状况。 第四章阐述了吉林省政府采购现行绩效评价体系的评价主体与对象、指标体系内容及评价程序。并在此基础上分析了现行绩效评价体系存在的问题及出现问题的原因。 第五章是本文的核心内容。本文在该部分首先根据绩效评价体系优化的视角、目标及影响因素构建了指标体系,并运用层次分析法确定了指标权重。接下来,本文从内部和外部两个维度阐述了绩效评价的主体并优化了评价的流程。在构建了指标体系并确定了评标主体后,本文构建了绩效评价的模型并优化了评价标准。 第六章主要探讨优化方案建设的保障措施。本文在该部分从制度建设和管理机制两个层面提出了五个方面的保障措施。
[Abstract]:In the early 1990s, Chinese scholars began to study government performance related issues, and a large number of research results have emerged. With the implementation of our government procurement law in 2003, the performance of government procurement has been paid more and more attention. At present, the performance of government procurement has become an important subtopic in the field of government performance research. This paper combines project management theory with performance management theory and government procurement theory to study the construction of Jilin provincial government procurement performance evaluation system. It not only embodies the innovation of this paper, but also reflects the cross-and-fusion of multi-disciplinary. The application of project management in government procurement performance evaluation provides a new idea for government procurement performance evaluation. The main content of this paper consists of six chapters, each of which is summarized as follows. The first chapter is the introduction, in which the background and significance of the performance evaluation of government procurement are discussed. Focus on the evaluation of the performance of government procurement research. The domestic related research begins with the government performance, and the government procurement performance gradually attracts the attention of the domestic scholars with the research of the government performance. The second chapter discusses government procurement theory, performance management theory and project management theory. The theme of this paper is the performance evaluation of government procurement. The discussion of the theory of government procurement and the theory of performance management lay the foundation for the later research. In addition, the innovation of this paper is to apply the idea of project management to the performance evaluation of government procurement. Based on this, this part also briefly describes the content of project management theory. The third chapter presents the organization structure, procurement method and procurement process of Jilin provincial government procurement center in detail, and analyzes the overall situation of Jilin provincial government procurement performance management according to the theory of performance management. The fourth chapter expounds the main body and object of Jilin provincial government purchasing performance evaluation system, the content of index system and the evaluation procedure. On this basis, the existing problems of the current performance evaluation system and the causes of the problems are analyzed. The fifth chapter is the core content of this paper. In this part, the index system is constructed from the perspective of performance evaluation system optimization, objectives and influencing factors, and the weight of the index is determined by the analytic hierarchy process (AHP). Then, this paper expounds the main body of performance evaluation and optimizes the evaluation process from the internal and external dimensions. After constructing the index system and determining the subject of bid evaluation, this paper constructs the performance evaluation model and optimizes the evaluation criteria. The sixth chapter mainly discusses the safeguard measures of optimizing the program construction. In this part, the author puts forward five safeguard measures from two aspects of system construction and management mechanism.
