县域公共服务供需结构匹配度评价——基于云南省的个案分析

【摘要】：文章以我国转型经济中财政分税制和财政收支新常态下的财政回应标准为背景,将公共服务的供给和需求一并纳入分析框架,结合公共品的外溢性和区域需求的差异性,采用空间结构模型,识别评价云南省129个县(市)部分公共服务的供需匹配情况。研究结果表明:(1)财政资金配置决策失效是均等化进程缓慢的首要原因,自上而下的供给模式无法适应居民需求,因此,亟须强化预算编制的科学与民主。(2)就各项公共服务的供需结构匹配而言,义务教育供需基本匹配,但硬件设施存在冗余;医疗卫生服务生产绩效和供给水平虽然较高,但供需结构失衡;环境保护和农林水事务都供不应求,而农林水事务生产绩效高,短期应重点支持;而环境保护服务则需创新生产模式,强化绩效考核。
[Abstract]:Under the background of the fiscal sharing tax system and the financial response standard under the new normal fiscal revenue and expenditure in China's transitional economy, this paper brings the supply and demand of public services into the analytical framework, combining the spillover of public goods and the difference of regional demand. The spatial structure model was used to identify and evaluate the supply and demand matching of some public services in 129 counties (cities) of Yunnan Province. The results show that: (1) the failure of financial fund allocation decision is the primary reason for the slow process of equalization, and the top-down supply model can not meet the needs of residents, so the decision-making failure is the main reason for the slow process of equalization. There is an urgent need to strengthen the science and democracy of budgeting. (2) as far as the supply and demand structure of various public services is concerned, the supply and demand of compulsory education is basically matched, but there is redundancy in hardware facilities; Although the production performance and supply level of medical and health services are relatively high, the structure of supply and demand is out of balance, environmental protection and agricultural and forestry water services are in short supply, while the production performance of agricultural and forestry water services is high, which should be supported in the short term. And the environmental protection service needs to innovate the production mode, strengthen the performance appraisal.
