财政对农业农村的有效投入:一个路径找寻

【摘要】：国家持续加大强农惠农的投入支持力度,但涉农资金多部门下达、碎片化管理等问题日益突出,严重影响涉农资金的使用效益和效率。在分析我国财政对农业农村投入状况并总结提炼典型地区涉农资金整合实践的基础上,从涉农法律体系、体制机制、投资规模和方式、管理方法、统筹规划等方面探究整合财政农业农村投入的有效路径,提出应按照明晰政府与市场界限、各级政府事权和涉农部门权责的基本思路,深化县域资金整合,保证地方政府权责匹配;统筹协调各方利益,充分利用行政力量;增强地方自主权,合理界定资金整合边界;多种方式吸引社会资本,建立多元化涉农投入体系;建立健全监督体系,充分调动多方力量进行监督;落实项目评估,建立财政农业农村投资决策问责机制。
[Abstract]:The state continues to strengthen the input and support of the agriculture-benefiting agriculture, but the problems of multi-sector agriculture-related funds and fragmentation management are becoming more and more prominent, which seriously affect the efficiency and efficiency of the use of the agriculture-related funds. On the basis of analyzing the state of financial investment in agricultural and rural areas in China and summarizing the practice of integrating agricultural funds in typical areas, this paper analyzes the legal system, institutional mechanism, investment scale and mode of investment, and management methods of agricultural-related funds in typical areas. Overall planning and other aspects to explore the effective path to integrate financial agricultural and rural investment, put forward that should be in accordance with clear boundaries between the government and the market, governments at all levels of power and rights and responsibilities of agriculture-related departments, to deepen the integration of county funds. Ensuring the matching of power and responsibility of local government; Coordinate the interests of all parties, make full use of administrative forces, strengthen local autonomy, rationally define the boundary of capital integration, attract social capital in a variety of ways, establish a diversified agricultural input system; Establish and perfect supervision system, fully mobilize various forces to supervise, implement project evaluation, establish fiscal agriculture and rural investment decision-making accountability mechanism.
