政府财政投资建设项目投资控制问题研究

【摘要】：为更好发挥政府财政投资建设项目效益,笔者重点立足于投资决策、设计、项目施工3个阶段总结分析了政府财政投资建设项目投资控制存在的主要问题:建设单位不重视可行性研究、缺乏有效的项目决策追责制度、对设计监理制度的推行重视不够、限额设计存在问题、图纸设计与施工实际脱节、建设单位缺乏投资动态管理监控、存在设计变更不规范等。针对以上问题,本文提出了相应的解决对策:推行工程咨询进行项目前期可行性论证、完善工程"重大决策终身负责制"制度、规范设计监理制、积极推行并完善限额设计、建立"设计—施工"总承包制、对建设项目采取积极动态的管理、严格把控设计变更环节等。
[Abstract]:In order to give full play to the benefits of government financial investment and construction projects, the author focuses on investment decision-making and design. The three stages of project construction summarize and analyze the main problems existing in the investment control of government financial investment construction projects: the construction units do not attach importance to the feasibility study, lack of effective project decision-making accountability system, pay insufficient attention to the implementation of the design supervision system, and do not pay enough attention to the implementation of the design supervision system. There are problems in quota design, the disconnection between drawing design and construction practice, the lack of dynamic management and monitoring of investment in construction units, and the non-standard design changes and so on. In view of the above problems, this paper puts forward the corresponding solutions: carrying out engineering consultation to demonstrate the feasibility of the project in the early stage, perfecting the system of "life-long responsibility for major decision-making", standardizing the design supervision system, actively promoting and perfecting the quota design, To establish the general contract system of "design-construction", take active and dynamic management to the construction project, strictly control the design change link and so on.
