论实施“有力度”的积极财政政策:内涵解析与路径选择
[Abstract]:The Central Economic work Conference proposed that the active fiscal policy should be strong and "strong" should be reflected in three aspects: appropriate intensity, reasonable structure and small leakage. At present, further expansion of fiscal policy is still necessary and feasible, but fiscal risk can be controlled as the upper limit. It is of great importance to optimize the dynamic structure of active fiscal policy under the condition of limited aggregate expansion. Therefore, it is necessary to reasonably determine the focus of fiscal policy and select the appropriate combination of policy tools. In order to reduce the power leakage in the implementation of the policy, the key measures are to eliminate the obstruction of the middle link, to activate the fiscal stock of funds, and to strengthen the fiscal rule of law constraints.
