GPA框架下开放广东政府采购市场的策略研究

【摘要】：WTO《政府采购协议》（简称GPA）是目前最重要的政府采购国际法规，旨在开放各国政府采购市场，扩大国际贸易规模。在封闭经济条件下政府采购对产业具有扶持效应，，开放一国或地区政府采购市场，将改变其政府采购结构水平，从而对该地区宏观经济和微观主体带来冲击。目前我国正处于加入GPA的谈判中，在2012年我国提交的第4份出价清单中，明确将广东列为我国政府采购拟第一批开放的采购实体试点之一。在我国正式对外开放政府采购之前，分析开放广东政府采购市场的冲击及其应对策略，对完善我国政府采购法制体系以及促进政府采购相关主体尽早适应政府采购贸易自由化形势具有重要的现实意义。 本文主要研究如下：首先，分析广东政府采购市场的现状及其存在问题；其次，分析在GPA框架下开放广东政府采购市场的冲击，主要三方面：（1）通过统计相关数据分析开放广东政府采购市场后对进出口贸易带来的冲击；（2）从产业的角度探索在封闭和开放经济条件下政府采购对幼稚产业的扶持效应的冲击；（3）从市场主体的角度重点分析了开放政府采购市场对各政府采购市场当事人的冲击。结论显示：一旦开放政府采购市场，对广东进出口规模、相关产业发展以及政府采购当事人都将造成较大的冲击和挑战；最后，根据分析结论提出广东政府采购市场开放的应对策略。
[Abstract]:WTO Agreement on Government Procurement (GPA) is the most important international law of government procurement at present, which aims to open up the government procurement market of various countries and expand the scale of international trade. Under the condition of closed economy, government procurement has a supporting effect on industry. opening up the market of government procurement in a country or region will change the level of its government procurement structure, which will have an impact on the macroeconomic and micro subjects in the region. At present, China is in the negotiation of China's entry into GPA. In the fourth bid list submitted by our country in 2012, Guangdong is clearly listed as one of the first open procurement entity pilot projects in our government procurement. Before China officially opens up government procurement, it is of great practical significance to analyze the impact of opening up Guangdong government procurement market and its countermeasures in order to perfect the legal system of government procurement and promote the relevant subjects of government procurement to adapt to the situation of government procurement trade liberalization as soon as possible. The main research of this paper is as follows: first, the present situation and existing problems of Guangdong government procurement market are analyzed; secondly, the impact of opening up Guangdong government procurement market under the framework of GPA is analyzed, mainly in three aspects: (1) the impact of Guangdong government procurement market on import and export trade after opening up Guangdong government procurement market through statistical data; (2) from the point of view of industry, this paper explores the impact of government procurement on childish industry under the condition of closed and open economy, and (3) analyzes the impact of open government procurement market on the parties of government procurement market from the point of view of market subject. The conclusion shows that once the government procurement market is opened, it will have a great impact and challenge on the scale of import and export, the development of related industries and the parties to government procurement. Finally, according to the analysis conclusions, the countermeasures of Guangdong government procurement market opening will be put forward.
