南昌地区电力调度数据网组网研究与提升设计

【摘要】:由于国民经济发展,电力需求持续上升,电网的发展要求电力调度数据具备通信可靠性、保护控制信息传送的实时性和准确性,加强建设电力调度数据网成为重中之重。电力调度数据网是电力生产、维护电网稳定安全运行的基础,在居民生产和社会管理中起着最核心的作用。本文从国内外文献学习中,结合南昌公司调控中心日常工作,对电力数据网的信息组网进行初步研究。(1)国外观点美国研究人员将电网发展方向定义为“智能电网”,“智能电网”为整合电力用户和市场提供了理论支持和技术支撑,在理论上,可以建成这个系统是智能的,即具有自愈功能和自动响应功能,可智能交换信息,满足人类社会应对突发事件的初级应对。欧洲也提出了类似“智能电网”的假设及构想,但欧洲更偏向全面的信息集成和全方位监控,提倡市场化电力交易、电源供应,最大可能的提高电网运营的安全系数、效率阀值和营运效益,将对环境的影响降到最低,做到绿色环保又满足日益增长的生活、工业需求。(2)国内研究方向在国内,国家电网公司一直以来坚持数字化、信息化完善电网生产自动化水平和提高企业管理现代化水平。在输电、变电和配电等环节实现了统计数据的动态及时上报和智能汇总,以宽带网络建设为主的电网信息施设已初具规模,目前大力建设的特高压直交输电线路就已经采用了信息网络监控技术。目前,国家电网使用的国产调度自动化系统已经处在国际一流水平,在已知的6次IEC61850和IEC61970标准的互操作试验中,实验结果显示电力调度自动化集成系统在完善调度数据、调整综合数据平台处于领先水平。国家电网鼓励网省公司建立数字化电力公司,使用宽带网络对输配电、调度和营销的管理;使用视频监视对变电站实现远程控制。(3)存在不足目前的电网企业中应用系统鱼龙混杂,只能基本满足本业务和某一到两个部门的日常工作,系统之间的不兼容,不同的数据格式使得公司系统不太可能做到数据的内部协调联动,造成信息资源分散,形成一个个“信息孤岛”,纵向层次多、横向系统多,信息杂乱、不完整和重复性使得信息无法共享,更不要说信息的有效、高效处理。电力调度数据网是以通信网络为基础的,集中实现了路由、交换和业务接入。完善电力调度信息,将信息收集、整合,在综合性传输平台分配到各自需要的点,极大地提高各级调度中心与中心和中心与厂站之间的统一数据传输与交换,将平台扩大成业务载体。在电网不断发展的今天,电力调度数据网具备集电网调度信息、自动化控制等功能。同时作为管理运行、安全稳定控制和自动化的基础,保障电力市场正常运作,完善电力系统现代化,已成为系统内不可或缺的条件因素,生产管理的正常高效也得益于此,思考和加强数据网的建设也显得十分必要。和国内其他工业相比,电力行业具有不同的属性,电网企业往往面临作业层面多、交叉面广、生产条件恶劣和危险性高等特点,为提高电网营运效益,电网企业往往都希望电网安全运行、调度合理,降低线损、变压损等,所以依靠通信发达带来的高质量通信效果的便利,南昌供电公司将使用这类新科技、新技术保障电网调度远程控制,使得电网更加稳定安全,电力通信网建设也凸显了经济性价比高的价值。随着南昌地区电网建设,南昌供电公司近年投运了13个220kV输变电工程、变电站,与此同时,南昌地区的电力调度数据通信网也经受着严峻的考验,急需增容扩容,增加网络带宽和提高网络传播速度,计划在3年内基本完成以光纤通信为主的市、县两级传输网,实现南昌市县区全范围覆盖。电网调度系统是数字化水平较高的平台,在国内技术层面上已经建立了完善的能量管理系统和电能计量系统等,却受制于在平台中的网络传输限制。在科技高速发展的今天,传统的网络应用系统已经不能满足电力发展需求,甚至不能适应技术的潮流,电网数据的网络趋势化潮流已经不可逆转,对于系统内的信息传输、组织方式将发生变革。为适应各业务系统的需要,满足实时性的基本要求,重点是为各应用领域数据提供网络方面的平台,即电力调度数据网。国家电网一直致力于发展特高压大电网并使之安全稳定运行,满足电网调度的安全、可靠等传输要求,并为备用调度技术支持系统提供稳定的技术支撑,这对调度数据网的下一步发展给出了方向。本论文的研究内容即南昌地区调度数据网,分析电网调度,就是分析调度在实际操作中需要什么,本文主要从以下几部分展开研究:首先介绍了电力通信网、电力调度数据网的发展现状和存在的不足,从业务需求、技术体制、路由策略、网络功能、网络性能、网络安全、网络管理等方面进行深入研究和分析,提出了建设一个具有先进组网技术和可靠网络拓扑结构的高效、稳定、安全的调度数据网的网络建设原则和组网优化方案。
