地市级烟草专卖局卷烟非法流通治理策略研究

【摘要】：卷烟非法流通作为近年来行业内违规经营的一种行为,扰乱了正常的市场秩序,违反了烟草专卖法律法规,损害了国家和消费者的合法利益。有必要对卷烟非法流通进行深入的实际调研和理论研究,分析卷烟非法流通的关键因素,进而提出科学的治理策略,实现卷烟非法流通的有效治理。本文以保定市烟草专卖局(公司)卷烟非法流通治理策略为研究对象,运用商品流通和博弈理论,结合公司实际,对卷烟非法流通治理策略进行了全面和深入的分析研究。论文首先设计了针对卷烟非法流通影响因素和治理措施的5级李克特测量量表调查问卷,对了解市场情况的部分基层员工进行调查。调查表明卷烟非法流通问题的主要影响因素有当地货源投放策略、不同市场卷烟价格价差、卷烟销售大户、当地卷烟市场规范程度、当地商业企业销量任务是否合理、商业企业品牌培育能力、商业企业宣传促销力度、当地市场卷烟价格情况、商业企业领导对规范经营重视程度等。利用经济博弈理论进一步分析了卷烟非法流通的原因,综合烟草工业、商业、零售户三者的利益关键点,分析了在正常情况和卷烟非法流通情况下的各自策略,推导出最优策略。最后根据卷烟流通各方的博弈结果,卷烟非法流通影响因素和治理措施分析,从国家局(任务)、卷烟工业企业、商业企业营销工作、市场因素、专卖内管因素、管理能力六个层面提出了卷烟非法流通的治理策略。本文创新之处体现在:一、基于博弈理论并结合实际调研对卷烟非法流通治理进行研究,分析影响因素,制定治理策略。二、选取河北保定作为地市级研究代表,对河北保定卷烟非法流通影响因素和治理措施进行了较为全面的分析,研究角度较为新颖。
[Abstract]:As a kind of illegal operation in recent years, the illegal circulation of cigarettes disturbs the normal market order and violates the laws and regulations of tobacco monopoly. Harm to the legitimate interests of the country and consumers. It is necessary to conduct in-depth practical and theoretical research on the illegal circulation of cigarettes, analyze the key factors of illegal circulation of cigarettes, and then put forward scientific management strategy. This paper takes the tobacco monopoly bureau (company) of Baoding City as the research object, applies the theory of commodity circulation and game, and combines the actual situation of the company. The control strategy of illegal circulation of cigarettes was analyzed and studied comprehensively and deeply. Firstly, the paper designed a 5-level Richter scale questionnaire for influencing factors and management measures of illegal circulation of cigarettes. The investigation shows that the main influencing factors of the illegal circulation of cigarettes are the local supply strategy, the price difference of cigarettes in different markets, and the large number of cigarette sales. The standard degree of the local cigarette market, the local commercial enterprise sales volume task is reasonable, the commercial enterprise brand cultivation ability, the commercial enterprise propaganda promotion strength, the local market cigarette price situation. Using the economic game theory, this paper further analyzes the reasons of the illegal circulation of cigarettes, and integrates the key points of the interests of tobacco industry, commercial and retail households. This paper analyzes the respective strategies under the normal situation and the situation of illegal circulation of cigarettes, and deduces the optimal strategy. Finally, according to the game results of the parties in the circulation of cigarettes, the factors affecting the illegal circulation of cigarettes and the treatment measures are analyzed. From the National Bureau (task, cigarette industry enterprises, commercial enterprises marketing work, market factors, exclusive internal management factors. The main innovations of this paper are as follows: first, based on the game theory and combined with the actual investigation to study the management of illegal circulation of cigarettes, and analyze the influencing factors. Secondly, Hebei Baoding is chosen as the representative of city level research, and the influencing factors and measures of illegal circulation of Hebei Baoding cigarette are analyzed comprehensively, and the research angle is novel.
