计量资产全寿命周期管理模型研究及系统实现

【摘要】：随着国家电网公司"三集五大"体制改革和"一型五化"大营销体系的建设,各省公司计量资产的集中集约管理已成为计量中心的核心业务,全寿命周期管理是实现这一目标的最佳途径。由于计量资产具有数量庞大、单价低、使用面广、易更换的特点,并且直接涉及国计民生、和谐稳定等社会因素,因此质量管理是计量资产全寿命周期管理的核心。文章围绕这一核心开展了计量资产周期管理的分析评价模型研究,并设计了系统架构,阐述了系统功能和应用情况。
[Abstract]:With the reform of State Grid Company's "three sets and five major" system and the construction of "one type five" marketing system, the centralized and intensive management of provincial companies' metering assets has become the core business of the measurement center.Life cycle management is the best way to achieve this goal.Because of the characteristics of large quantity, low unit price, wide use, easy to change, and directly related to the national economy and people's livelihood, harmonious and stable social factors, quality management is the core of life cycle management of measured assets.This paper studies the analysis and evaluation model of the measurement asset cycle management around this core, designs the system structure, and expounds the system function and application.
