我国农民合作社发展问题及解决对策的研究

【摘要】：中国作为农业大国,农业在国民经济中的地位不可小觑。自“十一届三中全会”以来,我国农业推行了家庭联产承包责任制,我国农业又进入了一个新的发展阶段。现阶段,随着知识经济迅猛发展,农业发展更趋于专业化、一体化发展,农民合作社应运而生。而一国农民合作社的发展的程度直接关系了本国农业发展的高度。因此,我国应注重农民合作社的发展。本文主要从我国现阶段农民合作社现状出发,分别从我国农民合作社基础设施,政策扶持、产业分布、营销渠道和治理模式四方面进行了主要的分析,得出我国现阶段的基本基础设施,农村金融机构,政府财政及税收方面的扶持现状,并通过我国农民合作社当前的产业分布情况和营销渠道的状况的分析,得出我国农民合作社发展中的不足和问题。本文主要运用比较分析法对河北省以及山东省两个农业大省进行四方面的比较,分别是发展规模、发展类型、产业分布和政府支持力度方面。通过比较分析法,本文发现我国农民合作社发展中存在的主要问题包括:我国农民合作社的基础设施建设不完善,政府虽然一直在政策上给予支持,但是扶持力度还是比较小,产业分布不均衡,虽然农民合作社扩展了农民的营销渠道,但是营销渠道仍然受到限制,比较少,以及我国农民合作社自身的问题,如组织的主体,农民的投入热情较低等等的问题。最后结合对发达国家农民合作社的分析和经验的借鉴,例如美国和日本等,得出对于我国农民合作社发展的启示,最后提出一些合理化建议,以此促进我国农民合作社又快有好的发展,进而促进我国农业的进一步提升。
[Abstract]:China as a large agricultural country, agriculture in the national economy can not be underestimated. Since the third Plenary session of the Eleventh Central Committee, China's agriculture has implemented the household contract responsibility system, and China's agriculture has entered a new stage of development. At present, with the rapid development of knowledge economy, agricultural development tends to specialization, integration development, farmers cooperatives came into being. The degree of the development of a country's farmers cooperatives is directly related to the development of the country's agriculture. Therefore, our country should pay attention to the development of farmers' cooperatives. Starting from the present situation of farmers' cooperatives in China, this paper mainly analyzes the four aspects of infrastructure, policy support, industrial distribution, marketing channels and governance model of farmers' cooperatives in China. The basic infrastructure, rural financial institutions, government finance and tax support in the present stage of our country are obtained, and through the analysis of the current industrial distribution and marketing channels of the farmers' cooperatives in China, Get out our country farmer cooperative development in the insufficiency and problem. This paper mainly uses comparative analysis method to compare two big agricultural provinces of Hebei province and Shandong Province in four aspects: development scale, development type, industrial distribution and government support. Through comparative analysis, this paper finds that the main problems in the development of farmers' cooperatives in China include: the infrastructure construction of farmers' cooperatives is not perfect, although the government has been giving policy support, but the strength of support is still relatively small. The distribution of industry is not balanced, although the farmer cooperative has expanded the farmer's marketing channel, but the marketing channel is still limited, relatively few, and our country farmer cooperative own problem, such as the organization main body, The farmer's devotion enthusiasm is low and so on question. Finally, combining with the analysis and experience of farmers' cooperatives in developed countries, such as the United States and Japan, this paper draws some enlightenment for the development of farmers' cooperatives in China, and finally puts forward some reasonable suggestions. In order to promote the rapid and good development of farmers' cooperatives, and then promote the further improvement of our agriculture.
