云南盐化人力资源管控体系优化研究

【摘要】:随着中国经济的快速发展,中国涌现出一大批跨行业、跨领域、跨地域的具有相当规模和竞争力的大型企业和企业集团,企业从原有的单一专营化经营向多元化发展迈进,出现了企业经营产品多元化,营销市场多元化,投资区域多元化和资本结构多元化等。企业是发展壮大了,但企业管控体制方面借鉴了欧美等发达国家的经验,却很少达到管控的预期目标,在企业运营过程中,未能实现1+12的协同效应。虽然企业集团有着其独一无二的优势,但是企业集团如何通过“集团管控”体系的建设来提升整个集团竞争力成为中国企业家们热门的话题,集团化的战略规划、管控模式设计、战略资源配置、整体运营的综合效应、组织内部的权力划分、组织结构构建以及管理边界和职能界定都是中国企业急需解决的问题。本论文以笔者所供职的云南盐化为研究对象,以国内外集团管控及人力资源管控等相关理论为研究基础,对云南盐化现有人力资源管控进行诊断,找出存在的问题,从云南盐化人力资源管控模式选择、人力资源管理职能模块设计及完善、人力资源管理的监管以及人力资源部管控模式的保障措施等方面,提出了云南盐化人力资资源管理体系的完善对策。
[Abstract]:With the rapid development of China's economy, a large number of large enterprises and enterprise groups with considerable scale and competitiveness have emerged across industries, fields and regions. There are diversification of products, marketing market, regional investment and capital structure. The enterprise has developed, but the management and control system of the enterprise has drawn lessons from the experience of the developed countries such as Europe and America, but has rarely reached the expected goal of control and control. In the course of the enterprise operation, it has failed to realize the synergy effect of 12%. Although enterprise groups have their unique advantages, how to improve the competitiveness of the whole group through the construction of a "group control" system has become a hot topic for Chinese entrepreneurs and a strategic plan for collectivization. The design of management and control mode, the allocation of strategic resources, the comprehensive effect of the whole operation, the division of power within the organization, the construction of the organizational structure and the definition of the management boundary and functions are all the problems that need to be solved urgently in Chinese enterprises. This paper takes Yunnan salinization as the research object, and based on the related theories of group management and human resource management and control at home and abroad, diagnoses the existing human resource management and control of Yunnan salinization, and finds out the existing problems. From Yunnan salinized human resources management mode selection, human resources management function module design and improvement, human resources management supervision and human resources management mode of protection measures, etc. This paper puts forward the countermeasures to improve the management system of Yunnan salinized human resources.
