【摘要】：[目的/意义]中外智库比较研究是智库研究中的一个重要方面,不同社会文化背景、管理体制和运行机制下智库行为的比较,对中国智库未来发展借鉴国际经验具有重要意义。[方法/过程]选择中美两国不同类型的农业类智库作为典型案例,从科研学术、政策咨询、社会舆论、合作交流四个方面,对比分析中美智库的行为,由此透视中美智库发展的差异性和规律特征。[结果/结论]发现中美两国科研院所类智库的学术行为都比大学附属型智库活跃;布鲁金斯学会的科研学术行为和政策咨询行为最为活跃;与美国相比,中国智库的政策咨询行为的影响力存在较大差距;美国民间智库更加注重与媒体的沟通和联系,通过各种途径来扩展自身的合作交流网络。最后讨论了美国经验对中国智库建设的建议,以及中美智库行为比较研究的未来。
[Abstract]:[Purpose / significance] the comparative study of Chinese and foreign think tanks is an important aspect in the research of think tanks. The comparison of think tanks behavior under different social culture background, management system and operation mechanism is of great significance for the future development of Chinese think tanks and learning from international experience. [method / process] select the different types of agricultural think tanks in China and the US as a typical case, and compare the behavior of Chinese and American think tanks from four aspects of academic research, policy consultation, public opinion and cooperation and exchange, so as to see the differences and characteristics of the development of Sino US think tanks. [Conclusion] the results / academic behavior of Sino US research institutes think-tank than university affiliated think-tank active; academic behavior at the Brookings Institution and policy advisory behavior is the most active; compared with the United States, there is a big gap between the policy consulting think tank influence behavior Chinese; communication and contact us to pay more attention to the media and think tanks, to expand their cooperation network through various channels. Finally, it discusses the suggestions of American experience on the construction of Chinese think tanks, and the future of the comparative study of the behavior of the Chinese and American think tanks.
