中国智库融资模式的研究——来自国际知名智库的启示

【摘要】：[目的/意义]智库的融资模式是其可持续发展的一个决定性因素。[方法 /过程]本文对六个国际知名智库融资模式进行分析,总结智库的筹资渠道、所占比重、前提条件和适用范围,在借鉴国外智库经验基础上,提出建设我国特色新型智库融资机制的对策建议。[结果 /结论 ]研究发现融资模式主要有政府资助、社会捐赠、市场化运作收益、PPP(Public-Private Partnership)模式和委托研究项目经费五种,论文对多元化、多渠道、多层次的融资体制,基于PPP和委托课题的中国智库融资运作模式,保持智库独立性,完善智库捐赠税收的法律政策,融资风险管理等也进行了探讨,以支撑中国特色新型智库建设。
[Abstract]:The financing model of the think-tank is a decisive factor in its sustainable development. [method / process] this paper analyzes the financing models of six internationally renowned think-tanks, summarizes the financing channels, the proportion, the preconditions and the scope of application of the think-tanks, and draws lessons from the experience of foreign think-tanks. The paper puts forward the countermeasures and suggestions for the financing mechanism of the new type of think-tank with Chinese characteristics. [results / conclusion] it is found that there are five kinds of financing models: government subsidy, social donation, Public-Private Partnership model of market-oriented operation and the funds of commissioned research projects. The paper focuses on a diversified, multi-channel and multi-level financing system. In order to support the construction of the new type of think-tank with Chinese characteristics, the operation mode of Chinese think-tank based on PPP and entrustment, the independence of the think-tank, the perfection of the legal policy of the tax on donation of the think-tank and the management of the financing risk are also discussed.
