公文标题“三要素”质疑

【摘要】：正标题,是我国公文格式的重要要素和必备的“指定项目”①,1955年首次被正式规定为机关公文的格式要素,②它将原来散见于公文首页不同位置的“发文机关”、“事由”和“文种”用一个介词结构集于一体,“构成以文种为中心词,以发文机关名称和事由为限定修饰成分的偏正词组,”③此后有关公文写作的研究将这类标题的写法总结为“三要素”的固定模式。一、有正式眉首的公文不需要“三要素”标题公文标题的“三要素”并非不可分割的整体,其重要程度存在差异,可以也应该根据不同情况进行
