治理的两种面相及其逻辑

【摘要】：现代治理强调各社会组织和公民个体的积极参与和平等互动,呈现为一种共和主义意义上的政治面相,其背后是"参与的逻辑"。但在当下中国,一些人对治理的理解,侧重于自上而下的高效管理和收益核算,使治理呈现为行政的面相和"效率的逻辑"。这与治理的规范含义存在偏差。行政的面相和政治的面相在治理过程中皆必不可少,但居于核心地位的应该是政治的面相及其"参与的逻辑"。这是由多元化社会事实的出现和现代性观念的兴起决定的,也是由中国的社会主义理念和社会发展实际决定的。认识到二者的主次关系,意味着对当下中国治理概念的某种再理解:治理问题不应被理解为一个主客体之间"治与被治"的问题,而应该被理解为主体间的丰富的互动关系。同时,在思考中国当下的治理问题时,还应注意:在手段与目的之间做出正确的定位,在示范与学习之间做好恰当的兼顾,在保障积极权利与消极权利之间做好必要的协调。
