“蝴蝶效应”型公共危机及其应对策略研究

【摘要】：新型网络时代,信息传播呈现出多元化、广泛化、互动化等特点,带给人们极大的表达言论自由,同时由于网络传播的高速发展也使得“蝴蝶效应”型公共危机在我国频繁发生,“蝴蝶效应”型公共危机指在网络环境中,由于网民随意过度表达形成“蝴蝶效应”而逐步引发的公共危机。网民可以在网络上发布言论、意见和观点,引起其他网民的跟风传播,传播范围和影响随之扩大,造成强大的舆论压力继而形成网络空间的公共危机,甚至引发现实生活中的公共危机。网络媒体的过度自由表达会使公共事态的发展不可预测,形成一个混沌系统,通过引用气象学中“蝴蝶效应”来描述网络媒体过度自由表达形成和扩散公共危机的现象,并以协同合作治理的概念来构建政府、网络媒体运营商、第三方组织、网络言论主体四方合作治理的模式。以网络科技为代表的媒体引发的公共危机及其应对为研究对象,从这一新的媒介和新的传播特点上分析网络媒体过度表达的“蝴蝶效应”引发公共危机的过程,并提出相对应的策略方针。文章论述分为五个部分,研究背景中分析国内外对网络公共危机、“蝴蝶效应”以及协同治理理论的研究,在概念阐释中重点解释了“蝴蝶效应”型公共危机,特指在网络环境中由于网络传播的“蝴蝶效应”而引发的公共危机,随后阐述了协同治理理论;第三部分论述了“蝴蝶效应”型公共危机的特征、影响,“蝴蝶效应”型公共危机在网络环境中由于其具有新的传播特点所产生的公共危机也具有不同的特征;第四部分全面论述了“蝴蝶效应”型公共危机的产生,公众的非理性、网民的素质、对事件关注程度和新兴媒体的出现是网络公共危机的诱因,从其形成过程中可以探析出政府、媒体、网民在“蝴蝶效应”型公共危机中存在的问题;第五部分相对应的阐述应对措施,提出协同治理模式,构建四方合作的治理模型,只有政府、媒体、社会组织和公众之间协同合作,共同治理,才能创造良好的危机舆论环境,化解危机带来的损害,营造良好的社会氛围。
[Abstract]:In the new era of network, the information dissemination presents the characteristics of diversification, extensive, interactive and so on, which brings people great freedom of expression. Part 4th discusses the emergence of "Butterfly effect" type public crisis, the irrationality of the public, the quality of Internet users, the degree of concern to events and the emergence of new media are the inducement of the network public crisis. From its forming process, we can analyze the problems existing in the public crisis of "Butterfly effect" by the government, media and Internet users. 5th part of the corresponding elaboration of response measures, put forward a collaborative governance model, build a four-party cooperation governance model, only the government, the media, social organizations and the public cooperation cooperation, common governance. In order to create a good crisis public opinion environment, resolve the damage caused by the crisis, create a good social atmosphere.
