大数据时代政府治理面临的双重境遇与突破路径

【摘要】：大数据时代,政府治理面临机遇与挑战的双重境遇。作为一种战略资源和技术支撑,大数据具有广泛的应用前景和发展空间,能有效提升政府的决策水平和社会治理能力,推进民主政治的发展。然而,大数据发展存在的数字鸿沟、信息孤岛、数据安全、个人隐私等问题,是政府治理现代化必须直面的现实挑战。大数据时代的政府治理,应该从创新治理方式、加强顶层设计、完善法律制度、夯实基础设施、注重人才培养等方面寻求突破路径,推动政府治理的科学化、法治化,提高政府治理效能,努力构建善治的良好局面。
[Abstract]:The era of big data, the government is facing the dual situation of opportunities and challenges. As a kind of strategic resources and technical support, big data has wide application prospect and development space, can effectively improve the level of decision-making and social governance capacity, promote the development of democratic politics. However, the digital divide, there is the development of big data information island, data security, personal privacy and other issues, is the real challenge of modern government administration. The government must face the era of big data, it should be from the innovation of governance, strengthen top-level design, improve the legal system, strengthening infrastructure, pay attention to personnel training and other aspects of the path to seek a breakthrough, promote the scientific governance, rule of law. To improve the effectiveness of governance, efforts to build a good situation of good governance.
