陕西省志丹县政府公共服务供给问题研究

【摘要】：在当前全面建成小康社会大背景下,人民生活水平显著提高,在一定程度上公共服务供给水平高低成为衡量一个地区人民生活质量好坏的重要标志,县级政府作为中央政府对地方进行有效管理不可或缺的层级政府,在公共服务供给方面承担着重要责任。这一责任既要求县政府要抓住满足居民多样化需求这一机会来提升自身能力,又要克服自身在思想观念、体制机制方面存在的问题。对县级政府公共服务供给问题研究有助于克服当前我国城乡公共服务供给不足和需求过剩这一矛盾,也有利于提高县级地区公共服务供给能力和县级地区农民生活满意度和幸福度。本文以陕西省志丹县政府为研究对象,根据志丹县公共服务供给实际情况,分析志丹县政府目前在公共服务供给方面存在问题。主要是从供给主体、供给对象、供给内容、供给方式及供给绩效评价等五个方面入手,指出目前志丹县政府在公共服务供给中存在供给主体权责不明、供给对象表达渠道不畅通、供给内容不完善、供给方式单一以及供给绩效评价机制不健全等问题。依据上述问题,笔者从志丹县实际出发,深入剖析问题原因所在,指出主要是由于县政府公共服务理念落后、职能定位不准确、财力不足、相关制度不健全等导致县政府公共服务供给不能满足当地居民多样化需求。最后,针对问题和原因,文章提出提升志丹县政府公共服务供给水平的对策。首先要创新县政府工作人员服务理念;其次要明确县政府公共服务供给主体职责;再次要畅通居民利益需求表达渠道;除此之外提高县政府公共服务供给财力;最后建立健全县政府公共服务供给相关制度。
[Abstract]:In the current background of building a well-off society, improve people's living standards, to a certain extent, the supply of public services has become an important symbol to measure the level of people's quality of life in an area, the county government as the central government level government's effective management indispensable to place in the public service supply plays an important responsibility. This responsibility requires the county government to seize the opportunity to meet the diverse needs of the residents to improve their ability to overcome their own ideas, there are problems of the mechanism of system. The public services of county level government research helps to overcome the shortage of the contradiction between urban and rural public service supply in China and excess demand that is conducive to the improvement of farmers' life satisfaction of public service supply capacity of county area and county areas and the degree of happiness in Shaanxi province in Zhidan. The county government as the research object, according to the Zhidan county public service supply situation, analysis of the Zhidan county government currently exists in the supply of public service. Mainly from the main supply, supply, supply, supply and supply five aspects of performance evaluation, pointed out that the current Zhidan county government in the public service supply in supply the main responsibilities is unknown, supply object expression channels, the supply content is not perfect, and the problem of the supply mode is single supply performance evaluation mechanism is not perfect. According to the above problems, the author from the Zhidan County reality, in-depth analysis of the reasons for the problems, that is mainly due to the county government public service behind the idea, function positioning is not accurate, the lack of financial resources the system is not perfect, as a result of the supply of public services in county government can not meet the diverse needs of local residents. Finally, according to the problems and causes. Chapter puts forward the countermeasures to enhance the level of the supply of public services in the Zhidan county government. The county government staff first to innovative service concept; secondly to clear the county government public service supply main responsibilities; again to smooth the interests of the residents demand expression channel; in addition to improve the county government public service supply resources; finally establish and improve the public service supply system of county government.
