【摘要】:管理与服务是公共行政的两项基本职能,二者的关系也构成了公共行政理论发展与实践演进的主线。本文从理论上反思并澄清了管理与服务的对立统一关系,并通过审视现实的中国行政体制与行政活动,分析当前行政实践中管理与服务关系的病灶所在。着眼未来,在行政改革和服务型政府建设过程中,需重新审视并定位管理与服务的关系,校正行政理念与行政价值,进而解决制度设计、职能定位和组织机构等方面存在的难题。
[Abstract]:Management and service are two basic functions of public administration, and the relationship between them constitutes the main line of the development of public administration theory and the evolution of practice. This paper reflects on and clarifies the unity of opposites between management and service theoretically. And through examining the reality of China's administrative system and administrative activities, this paper analyzes the focus of the relationship between management and service in the current administrative practice, focusing on the future, in the process of administrative reform and service-oriented government construction. It is necessary to re-examine and position the relationship between management and service, correct the administrative concept and value, and then solve the problems in system design, function orientation and organization.
