【摘要】：2014年7月,中国中央办公厅、国务院办公厅印发了《关于全面推进公务用车管理制度改革的指导意见》,标志着全国各级党政机关全面车改的大幕终于拉开。本文通过对滨海新区公务用车管理现状和存在问题的分析,以滨海新区公车管理的主要问题为切入点,从公务人员用车思想观念、公务用车管理货币化市场化水平、特殊区情对公车改革提出的特定要求等方面,找出了滨海新区现存问题的主要原因,并结合以往国内外车改成功经验和相关启示,为在中央指导下滨海新区新一轮车改提出了改革建议,希望能对滨海新区以及我市其他区县起到参考借鉴作用。第一章对滨海新区公务用车改革的背景及管理现状做了简要介绍,主要包括简介改革开放以来三次地方车改热潮概况,介绍2014年中央车改指导精神和各地车改推进情况,并详细介绍了滨海新区(原塘沽区)2005年车改的主要措施,简述近年来公车管理现状。第二章探讨了滨海新区现行公务用车管理存在的主要问题,主要包括：公车经费有效使用率低,货币化补贴标准设置合理性较差,公务用车配置类别和规格待明确等几方面。第三章结合目前滨海新区公车管理的主要问题,对现行公车管理制度的主要缺陷作了原因分析,包括：干部角色认知错位,本地公务用车制度的货币化、市场化水平不高,公车管理制度设计忽略了对滨海新区特殊区情的考虑等几方面内容。其中,特别提出了应重视利用公务人员私家车为公务出行服务,以补充单纯依靠出租车市场难以满足的公务出行的多方面需求；还提出了基于滨海新区区域面积广的特殊性,应将公务人员通勤距离纳入车补设置标准考虑因素。第四章对一些发达国家的公车管理制度和国内实施车改效果较为成功的地区的车改模式、具体措施做了简要介绍,并加以经验分析。希望能将其中的成功经验和不足之处加以总结,供滨海新区新一轮公车改革学习与借鉴。第五章针对前文总结的目前滨海新区公务用车管理制度中存在的一系列问题及原因分析,结合自身思考与判断,提出并阐释了适应2014年中央车改指导精神并充分借鉴以往车改模式的优势、规避其中不足,且结合了滨海新区具体区情因素的公车改革方案建议,其主要内容包括：制定科学的货币化、市场化公车改革措施；落实有力的车改保障措施；建立健全内外部监督机制等内容。其中重点论述了“改依职级设置公务人员车补额度为依岗位公务出行月均路程、公务人员通勤距离”,“探索与打车软件和加油站合作,允许依公务人员申请为其发放与车补金额相当的电子打车券或加油卡,以鼓励搭乘出租车或驾驶私家车办理公务”等几方面内容。
[Abstract]:In July 2014, the General Office of the Central Committee of China and the General Office of the State Council issued the "guiding opinions on comprehensively promoting the Reform of the Management system of official vehicles". Marks the national party and government organs at all levels of comprehensive car reform curtain finally opened. Through the analysis of the current situation and existing problems of the management of official vehicles in Binhai New area, the main problems of Binhai New area bus management as the breakthrough point. The main reasons of the existing problems in Binhai New area are found from the following aspects: the ideology of official vehicles, the marketization level of the monetization of the management of official vehicles, and the special requirements for the reform of the bus in the special area. Combined with the successful experience of domestic and foreign automobile reform and relevant enlightenment, the paper puts forward some reform suggestions for the new wheel car reform in Binhai New area under the guidance of the Central Government. Hope to be able to Binhai New District and other districts and counties of our city play a reference role. The first chapter of the Binhai New area of the background and management of the reform of official vehicles to make a brief introduction. The paper also introduces in detail the main measures of automobile reform in Binhai New area (formerly Tanggu District) in 2005, and briefly describes the current situation of bus management in recent years. Chapter two discusses the main problems existing in the current management of official vehicles in Binhai New area. Mainly includes: the effective utilization rate of bus funds is low and the setting of monetary subsidy standard is not reasonable. The third chapter analyzes the main defects of the current bus management system in Binhai New area combined with the main problems of bus management in Binhai New area. Including: the role of cadres cognitive dislocation, the monetization of the local official vehicle system, the level of marketization is not high, the bus management system design neglects the consideration of the special area of Binhai New area, and so on. In particular, we should pay attention to the use of private cars for official travel services, in order to supplement the need of relying solely on the taxi market to meet the various needs of official travel; The particularity of the wide area of Binhai New area is also put forward. The commuting distance of civil servants should be taken into account in the standard of vehicle compensation. Chapter 4th is concerned with the bus management system in some developed countries and the automobile reform model in the areas where the effect of automobile reform is relatively successful in China. The concrete measures are briefly introduced and analyzed empirically. It is hoped that the successful experiences and shortcomings can be summarized.
