【摘要】:公务员管理信息公开就是,通过对公务员管理过程中所产生的信息进行公开,使公务员管理接受广泛监督,以维护公务员管理的公开性、民主性。公务员管理信息公开是对公民知情权的保障、是对《中华人民共和国公务员法》中公务员管理“公开原则”的践行,是对公务员管理清正廉洁的维护。对促进我国民主法治建设有重要意义。现阶段,我国公务员管理信息公开散见于政府信息公开中,尚未形成细化规则体系,实践中也存在公开不足的情况。本文用理论结合实际的方法,对公务员管理信息的公开进行梳理,在分析存在的问题基础上,提出完善我国公务员管理信息公开问题的路径和具体措施。以解决公务员管理信息公开不足与管理的公开性、民主性的矛盾,满足公民对公务员管理的知情权和监督权,维护公务员管理公正公平、预防公务员管理中腐败。全文分为四部分。第一部分,交代本文研究目的、意义、国内外研究现状;第二部分,阐释公务员管理信息公开的相关概念。着重对公务员管理信息公开的构成要素进行说明,分析公务员管理信息的理论基础、原则、功能;第三部分,总结我国公务员管理信息公开存在的问题及原因;第四部分,在前文分析基础上,论述完善我国公务员管理信息公开的可行对策。旨在对完善我国公务员管理信息公开有所助力。
[Abstract]:The publicity of civil servant management information is to open the information produced in the process of civil servant management, so that the civil servant management is subject to extensive supervision, in order to maintain the openness of civil service management. Democracy. The disclosure of civil servant management information is the guarantee of citizens' right to know and the practice of the "open principle" of civil servant management in the Civil servant Law of the people's Republic of China. It is important to promote the construction of democracy and rule of law in our country. At this stage, the public information of civil servant management is scattered in the publicity of government information, but has not yet formed a detailed rule system. In practice, there is also a lack of disclosure. This paper combines the theory with the practical method to sort out the open management information of civil servants, on the basis of the analysis of the existing problems. In order to solve the contradiction between the lack of open management information of civil servants and the openness and democracy of management, this paper puts forward the path and concrete measures to perfect the issue of open management information of civil servants in our country. To meet the citizens' right to know and supervise the management of civil servants, to maintain the fairness and fairness of the management of civil servants, to prevent corruption in the management of civil servants. The full text is divided into four parts. The first part, explains the purpose and significance of this study. Present situation of domestic and foreign research; The second part explains the related concepts of the open management information of civil servants, focusing on the elements of the open management information of civil servants, and analyzes the theoretical basis, principles and functions of the management information of civil servants; The third part summarizes the problems and reasons of the open management information of civil servants in our country. Part 4th, on the basis of the previous analysis, discusses the feasible countermeasures to improve the disclosure of management information of civil servants in China, aiming at helping to improve the disclosure of management information of civil servants in China.
