【摘要】:随着当前我国社会进入新的历史时期,党中央对深化改革工作提出了新的具体的要求。作为政府的重要组成部门,公安部根据深入调研梳理出来的内容,提出了全面深化公安改革的1个框架意见和3个配套方案,对全面深化公安改革进行了总规划。在这个大背景下,我区A市公安局为有效解决机关部门机构设置过多、部门职能交叉重复、警力分布过细过散以形成合力的现状,率先在全区推行了"大部制、大警种"人力资源管理制度改革工作,实现了提升整体能力和水平的目标。本文以公安机关人力资源管理制度改革为研究对象。文章首先介绍了公安机关人力资源管理的相关概念以及区别于其他类型的人力资源管理的特点,系统优化原理、能级对应原理、需求层次理论等理论工具,以及我国公安机关人力资源管理现状。其次,通过介绍A市公安局开展"大部制、大警种"人力资源管理改革的做法、经验和成效,结合SWOT分析法分析其前景和可行性,总结出其中所运用的人力资源管理理论和具有普遍意义的参考价值。最后,从公共部门人力资源管理的角度出发,根据人力资源管理的系统优化等原理,从理论和实践相结合的角度,对改进A市公安局人力资源管理制度改革提出聚焦系统优化、坚持人本管理、建立健全激励机制、健全培训体系、强化竞争观念的改进建议。
[Abstract]:With the society of our country entering a new historical period, the CPC Central Committee has put forward new specific requirements for deepening the reform work. As an important part of the government, the Ministry of Public Security has combed out the contents according to the in-depth investigation. This paper puts forward one frame opinion and three supporting plans to deepen the public security reform in an all-round way, and carries on the general plan to deepen the public security reform in an all-round way. Finally, from the perspective of human resources management in the public sector, according to the principles of human resources management system optimization. From the angle of combining theory and practice, this paper puts forward the optimization of focus system, the persistence of people-oriented management, the establishment of a sound incentive mechanism and a sound training system to improve the reform of the human resources management system of the Public Security Bureau of A city.
