“小政府大服务”的乡镇治理模式研究

【摘要】：世界万事万物都是在发展中前进的,社会主义飞速发展的今天,同时也要求着政府治理模式的变革,乡镇作为整个国家的根基,对社会的稳定起着重要的作用,就使得乡镇治理模式的变革成为社会变革的重中之重。在乡镇治理模式的这条探索道路上我们的学者已经付出了很多努力,通过实践表明:“大政府”模式、“小政府”模式、“公司制”模式等乡镇治理模式均不符合我国的具体国情,乡镇治理模式对社会稳定的重要性和找不到合适的乡镇治理模式之间的冲突,使得尽快找到一条符合我国社会主义现代化建设的乡镇治理模式道路显得尤为重要,这也是本文研究的目的。本文以马克思主义方法论为基础,通过综合运用文献分析法、案例分析法、比较研究法等相关研究方法,在系统把握“乡镇治理”相关理论的前提下,分析各治理理论与地方政府的相关性,并从中选择出最适合的乡镇治理模式——“小政府大服务”治理模式。本文选择了湖南一个典型的乡镇——漳江镇进行了实地调查研究,通过实地调查收集了大量数据,在经过对数据的研究分析后,找到了漳江镇治理模式改革的制约因素和现实条件,并寻找有效的解决途径。本文从典型的乡镇机构的视角对乡镇治理模式及改革问题进行研究还很鲜见,在这种意义上讲,本文具有较大的创新性。本文在乡镇治理模式的研究背景下,理清了文章的研究思路与研究方法,找到了文章的研究意义与研究创新点。本文通过详细阐述“大政府”模式、“无政府”模式、“公司制”模式等一系列不适应中国乡镇的治理模式,指出了中国乡镇治理模式的发展道路——“小政府大服务”的乡镇治理模式。本文以漳江镇为例,分别分析了乡镇治理实现“小政府大服务”的制约因素、现实条件和基本途径,从而告诉了我们“小政府大服务”乡镇治理模式的发展道路是曲折的,但前途是光明的,我们要始终如一的坚持“小政府大服务”的乡镇治理模式,它会给中国乡镇带来全新的发展。
[Abstract]:All things in the world are in advance in the development of socialism, the rapid development of today, but also requires the transformation of the pattern of government, township as the foundation of the state, the social stability plays an important role in the reform of township governance mode become the priority among priorities of social change in rural governance. This model is on the road to explore our scholars have paid a lot of effort, the practice shows that "big government", "small government" mode, "corporation" mode of township governance mode is not in line with China's specific national conditions, township governance mode of the importance of social stability and can not find the conflict between the township governance mode suitable, so as soon as possible to find a line with the road township governance mode of China's socialist modernization construction is particularly important, which is the purpose of this thesis. Based on the horse Kyth's methodology as the foundation, through the integrated use of literature analysis, case analysis, research methods, on the premise of system grasp the theories of "rural governance", analyzed the relationship between governance theory and the local government, and choose the most suitable mode of Rural Governance -- "small government and big service from" governance model. This paper chose Hunan as a typical Township, Zhang Jiang Town conducted a field survey and research, through field investigation in a large amount of data collected through research and analysis of the data, and practical conditionsconstraints reform Zhang Jiang Zhen governance model has been found, and find an effective solution. This paper from the Perspective of township institutions typical of township governance mode and reform is very rarely, in this sense, this paper is innovative in this article. This paper explains the "big government", "no government", "corporation" mode and a series of China does not adapt to the township governance mode, points out the township governance Chinese road development mode of township governance mode of "small government and big service". In this paper, Zhang Jiang town as an example, analyzes the realization of "township governance constraints of small government and large service", and the basic way to reality, and tell our development from "small government service" township governance mode is tortuous, but the future is bright, we must adhere to the township governance mode consistent from beginning to end "small government and big service", it will bring a new development to Chinese township.
