中国政府文化建设对公务员素质提升作用研究

【摘要】:改革开放的三十多年来,中国从一个落后的发展中国家一跃成为了全球第二大经济体,取得了令世界瞩目和震惊的成就,人们物质生活水平得到了极大的改善和提高。同取得巨大经济成就相比,文化领域的建设和发展则相对滞后,所以在大力发展经济的同时,必须下大力气繁荣发展文化事业。因为文化是社会发展的重要内容,文化发展滞后会直接制约和影响社会其它各项事业的发展,制约影响公务员素质的提高,进而影响政府职能的发挥。 目前我国政府将工作的主要职能定位于“服务”,服务于人民,服务于社会、是政府工作的最根本内容。如何实现政府职能的转型,更好地发挥政府服务功能?公务员是政府职能的重要践行者,能否更好地发挥政府的职能作用,实现政府职能转变,首先应该加强政府文化建设,全面提升公务员素质。 伴随着经济的快速发展,中国政府文化建设也取得了一定的成绩,但同时也存在着诸多问题和局限,面对中国政府文化建设存在的问题,本文对加强和改善政府文化建设提出了一些具体措施和路径,通过加强政府文化建设,进一步提升公务员素质,进而更好地提高政府的工作效率,建设人民满意的政府。 本文首先对政府文化建设和公务员素质提升的相关课题及研究现状,各种不同的思想观点进行了归纳总结,为研究政府文化建设和公务员素质提升问题奠定理论基础;第二,从政府文化建设的角度出发,对其发展现状、存在问题和形成原因进行了探索论述;第三,,从制度建设,形式内容、价值观等建设的角度指出今后加强政府文化建设,提升公务员素质的有效路径;第四,对政府文化的建构、实施,公务员素质培育的相关内容进行了阐述。最后,概括性的提出今后政府文化建设工作对提升公务员素质工作的发展和期望。
[Abstract]:Over the past 30 years of reform and opening up, China has become the second largest economy in the world from a backward developing country, and has made remarkable and shocking achievements in the world. People's material living standards have been greatly improved and improved. Compared with the great economic achievements, the construction and development of the cultural field is relatively lagging behind, so we are vigorously developing the economy at the same time. We must make great efforts to flourish and develop cultural undertakings, because culture is an important content of social development, cultural development lags behind will directly restrict and affect the development of other social undertakings, restrict the improvement of the quality of civil servants. And then affect the function of the government. At present, the main function of our government is to "serve", to serve the people, to serve the society, is the most fundamental content of government work. How to achieve the transformation of government functions. Better bring into play the function of government service? Civil servants are important practitioners of government functions. Whether they can better play the role of government functions and realize the transformation of government functions should first strengthen the construction of government culture and comprehensively improve the quality of civil servants. With the rapid development of economy, Chinese government cultural construction has also made certain achievements, but at the same time there are many problems and limitations, facing the problems of Chinese government cultural construction. This paper puts forward some concrete measures and ways to strengthen and improve the government culture construction, through strengthening the government culture construction, further improve the quality of civil servants, and then improve the efficiency of government work better. To build a government that is satisfactory to the people. First of all, this paper summarizes the related topics and research status of the government cultural construction and the improvement of the quality of civil servants, as well as the various ideas and viewpoints. It lays a theoretical foundation for the study of government cultural construction and the improvement of civil servants' quality. Second, from the point of view of government culture construction, this paper discusses the present situation, existing problems and causes of its development. Third, from the point of view of system construction, form content, values and so on, it points out the effective way to strengthen the construction of government culture and improve the quality of civil servants in the future; In 4th, the related contents of government culture construction, implementation and civil servant quality cultivation are expounded. Finally, the author puts forward the development and expectation of the government culture construction work to improve the civil servant quality work in the future.
