【摘要】：随着我国社会经济的发展以及政府职能的不断转变,社会组织在社会发展中逐渐被认可并且发挥着越来越重要的作用。特别是在公共服务供给过程中,为了提高公共服务的质量和供给效率,政府与社会组织这两大主体逐渐走向合作的道路。但是从目前两者之间的合作来看,还存在一定的不足,从而影响着合作关系的发展。在影响两者合作的诸多重要因素中,信任是关键也是合作的基础,只有基于双方之间相互信任的合作,其合作关系才能长期发展下去,并且达到预期的效率。从目前我国的国情以及社会公共服务领域的需求现状来看,只有政府与社会组织这两大供给主体实现良好并且长期的合作关系,才能适应不断增长的社会公共服务需求。因此,文章将从信任的角度出发,就如何建立和增强我国政府与社会组织合作提供公共服务中的信任关系进行了以下探讨:首先,对相关概念及理论进行剖析。对于信任的研究,从心理学到社会学再到经济学,不同的学科具有不同的理解。而在公共服务供给合作关系中的信任问题,是复杂的,既包括心理认知、社会行为选择、也嵌入了经济行为因素。社会学与经济学研究表明,信任是一种理性的行为选择,信任中的双方之间存在一定的依赖关系,是否给予信任双方都应该做出评判。在经济交易活动中,信任中的主动方会对信任风险进行认真评判,分析出信任收益的情况,但这是在完全理性的情况下才能发生的,不排除一些非理性因素的影响。其次,按照现状、生态、制度、对策这一逻辑分析思路进行探讨。先阐述了当前我国政府与社会组织合作提供公共服务的现状以及合作过程中的信任问题;从现状出发,探讨影响两者信任关系的重要因素;再从制度层面着手,引入制度与契约这一管理信任风险策略,探讨如何通过制度化的合作方式构建双方信任合作的理论模型;最后在前文分析的基础上,借鉴国外相关经验,首先从政府方面着手,提出增强我国政府公信力的途径;其次分析了当前我国社会组织如何加强自身的公信力建设;最后从政社合作层面出发,提出公共服务供给中如何加强信任与合作关系,为社会公众提供更高效、长期的公共服务。
[Abstract]:With the development of social economy and the continuous transformation of government functions, social organizations are gradually recognized and play an increasingly important role in social development, especially in the process of public service supply. In order to improve the quality of public service and the efficiency of supply, the two main bodies, government and social organization, are gradually moving towards the road of cooperation, but from the current cooperation between the two, there are still some shortcomings. Therefore, it affects the development of cooperative relations. Among the many important factors that affect the cooperation between the two parties, trust is the key and the basis of cooperation, only based on the mutual trust between the two sides. Its cooperative relationship can develop for a long time and achieve the expected efficiency. From the current situation of our country and the current situation of social public service demand. Only the government and social organization, the two major providers of good and long-term cooperative relations, can adapt to the growing demand for social public services. Therefore, the article will start from the perspective of trust. How to establish and enhance the trust relationship between our government and social organizations in the provision of public services is discussed as follows: firstly, the related concepts and theories are analyzed. From psychology to sociology to economics, different disciplines have different understandings. However, trust in public service supply cooperation is complex, including psychological cognition and social behavior choice. Social and economic studies show that trust is a rational choice of behavior, and there is a certain relationship of dependence between the two sides of trust. Whether to give trust to both sides should be judged. In economic transactions, the active party in trust will seriously judge the trust risk and analyze the trust return. But this is in the case of complete rationality can occur, do not rule out some irrational factors. Secondly, according to the status quo, ecology, system. First, it expounds the current situation of the cooperation between our government and social organizations to provide public services and the trust in the process of cooperation. From the point of view of the present situation, this paper discusses the important factors that affect the trust relationship between the two parties. Then from the institutional level, this paper introduces institution and contract, which is the strategy of managing trust risk, and discusses how to construct the theoretical model of trust and cooperation between the two sides through the way of institutionalized cooperation. Finally, on the basis of the previous analysis, draw lessons from the relevant experience of foreign countries, first of all, from the government, put forward ways to enhance the credibility of our government; Secondly, it analyzes how to strengthen the public trust construction of our social organization at present. Finally, from the level of cooperation between government and society, this paper puts forward how to strengthen trust and cooperative relationship in the supply of public service, so as to provide more efficient and long-term public service for the public.
