战略性新兴产业发展中政府的双重作用——以近代中国盐碱工业的发展为例

【摘要】：20世纪20年代末,中国的社会变革在提速,国内化工产业正轰轰烈烈地壮大起来。该产业的发展离不开政府的介入和扶持。中国化学工业奠基者"永久黄"团体的兴起与政府的扶持及有利的政策环境是分不开的,但它又常遭遇政府摊派公债与各派军阀强征苛捐杂税。从北京政府到南京政府,不利于产业发展的体制和规章制度逐渐废除,有利于新产业发展的政策逐渐推出,从而使"永久黄"团体在时运维艰的年代成长为中国化工行业的佼佼者。这对我国当前的新兴产业建设可以提供有益的借鉴。
[Abstract]:At the end of 1920s, Chinese social change in speed, the domestic chemical industry is growing. With vigour and vitality of the industry development cannot do without the government intervention and support. Chinese chemical industry founder of "permanent yellow" group and the rise of government support and favorable policy environment are inseparable, but it often encounter government bonds and warlords forced apportion. Exorbitant tax levies from the government of Beijing to the Nanjing government, is not conducive to industrial development system and regulations gradually abolished, is conducive to the development of new industry policies introduced gradually, so that the "permanent yellow" groups in the difficult times of fortune grow as a leader in China chemical industry. This is the current emerging the construction industry in China can provide a useful reference.
