公共政策伦理评价的意蕴、标准及其维度

【摘要】：公共政策伦理评价是将公共政策方案、公共政策过程、公共政策效果以及公共政策目标之间进行伦理分析,为公共政策的制定、实施、调整提供依据的过程。伦理评价贯穿于公共政策过程的始终,对确保公共政策伦理的实现起着举足轻重的作用。自公共政策伦理评价产生以来,以哪些伦理规范作为评价标准一直是人们所关注的问题。随着社会政治、经济、文化和环境的变化,公共政策伦理评价的标准也在不断变化。正确认识和分析影响公共政策伦理评价的诸种因素,对于公共政策伦理评价的顺利进行、正确判断公共政策的伦理预期、提高公共政策的效果至关重要。
[Abstract]:The ethical evaluation of public policy is to analyze the public policy program, the process of public policy, the effect of public policy and the goal of public policy, so as to make and implement public policy. Ethical evaluation runs through the process of public policy and plays an important role in ensuring the realization of public policy ethics. What ethical norms are used as criteria for evaluation has always been a concern. With the change of social politics, economy, culture and environment, The standard of public policy ethics evaluation is also constantly changing. To correctly understand and analyze the factors that affect the public policy ethics evaluation, we can correctly judge the public policy ethics expectation for the smooth progress of the public policy ethics evaluation. Improving the effectiveness of public policy is crucial.
