新中国成立初期上海的优抚工作

【摘要】：新中国成立初期,人口众多的上海优抚工作繁重而紧迫。为了完成优抚工作,上海市政府结合地方实际,形成了一套独特的优抚工作模式:建立政府主导的高覆盖、全方位的优抚组织网络;长短期工作结合,优待、优抚并行;政府主导、社会力量广泛参与、群众普遍发动,三方协同开展工作;通过检查制度避免优抚工作流于形式。这一工作模式,使烈军工属的生活问题基本得到解决,消除了军人的后顾之忧,取得了预期的政治社会效应。
[Abstract]:In the early days of the founding of New China, Shanghai's overpopulated Shanghai had a heavy and urgent job. In order to complete the work, the Shanghai Municipal Government, in combination with local realities, formed a unique pattern of preferential care work: establishing a government-led high coverage. Comprehensive network of preferential organizations; combination of long-term and short-term work, preferential treatment, parallel management; government leading, social forces widely participate, the masses generally launched, the three parties work in coordination; This mode of work can basically solve the life problems of military families, eliminate the worries of soldiers, and achieve the expected political and social effects.
