【摘要】：在资源、信息流、物流全球流通的今天,我们生活的地球已经成为了紧密联系、邻里相望的小小村落,而信息化在此过程中的作用越发突显。信息资源的获取和利用的重要性越发凸显,信息化日益加快颠覆了传统的思维模式,信息的拥有量和及时性直接影响着工作生活的方式甚至质量。各国各地方政府信息均是最重要的信息资源,其他渠道的信息资源总和不会超过20%。倘若,政府停止发布有效信息,人们失去了官方可靠消息,小道消息满天飞,社会将陷入封闭继而恐慌不安的状态,经济社会发展和社会和谐稳定必然遭受极大挑战。因此,在促进政治改革、经济发展、社会进步、人民民主、预防腐败等方面,政府信息公开均有着必要性和重要性。黄山市作为全国知名的古徽州,文明的源头可以追溯到距今5000多年前,拥有得天独厚的自然与人文方面的丰厚资源。作为新黄山,黄山市在信息化建设方面取得明显成效,“智慧黄山”、城市数据中心、云计算中心等一大批信息化项目纷纷落地建设,以市、区县、乡镇各级政府网站为平台的政府信息公开制度建设不断优化,政府积极主动公开信息,不断拓展信息公开广度、深度,大力推进电子政务建设,提高了政府公信力,取得了一定成效。但同时也还存在许多不足,如对信息公开的范围界定不明确、缺乏监督机制等,分析实践现状,提出完善对策,如何让政府信息公开更充分发挥其应有的作用,是本文的出发点。本文共分4章。第1章绪论,介绍了研究背景、目的与意义,国内外研究文献综述,论文的研究目的及内容,主要研究方法及创新点与不足等；第2章为黄山市政府信息公开现状分析,主要对黄山市信息公开建设情况以及信息公开取得的成效进行了归纳、总结；第3章着重对黄山市政府信息公开存在的问题及原因进行较为详细的分析；第4章针对黄山市政府信息公开存在的问题,提出了解决问题的对策。
[Abstract]:Today, with the global circulation of resources, information flows, and logistics, the earth we live on has become a small village with close ties and neighbors facing each other. The role of informatization in this process is becoming more and more prominent. The importance of obtaining and utilizing information resources is becoming more and more prominent. Information technology is increasingly accelerating to subvert the traditional mode of thinking. The amount and timeliness of information directly affect the way and even the quality of work and life. The information of local governments is the most important information resource, and the sum of information resources of other channels will not exceed 20%. If the government stops publishing effective information, People have lost official reliable information, rumors are flying all over the world, society will fall into a state of seclusion and then panic and uneasiness. Economic and social development and social harmony and stability will inevitably face great challenges. Therefore, in promoting political reform and economic development, It is necessary and important for government information to be made public in areas such as social progress, people's democracy, prevention of corruption, etc. Huangshan City, as a famous ancient Huizhou city in the country, can be traced back to the source of civilization more than 5,000 years ago. As a new Huangshan Mountain, Huangshan City has made remarkable achievements in information construction. A large number of information projects, such as "Smart Huangshan", urban data center, cloud computing center, and so on, have landed on the ground. The construction of the government information disclosure system, which is based on the government websites of cities, districts, counties and towns at all levels, has been continuously optimized, and the government has taken the initiative to open up information, constantly expanding the breadth and depth of information disclosure, and vigorously promoting the construction of electronic government affairs. At the same time, there are still many shortcomings, such as the definition of the scope of information disclosure is not clear, the lack of supervision mechanism and so on, the analysis of the current situation of practice, put forward the perfect countermeasures, It is the starting point of this paper that how to make the government information open to play its due role more fully. This paper is divided into four chapters. The first chapter introduces the research background, the purpose and significance, the domestic and foreign research literature review, the research purpose and the content of the thesis. The second chapter is the analysis of the current situation of information disclosure in Huangshan city government, which summarizes the construction of information disclosure in Huangshan city and the effect of information disclosure. The third chapter focuses on the Huangshan municipal government information disclosure problems and reasons for a more detailed analysis; chapter 4 in view of the Huangshan municipal government information disclosure problems, put forward solutions to the problem.
