【摘要】：中共十八大以来,在新的治国理政理念指导下,伴随着廉正建设的深入发展,一种新的政治行为——政府不作为现象备受关注。政府不作为的存在,不但使政府的公信力大大减弱,还会使其出现合法性危机,辜负人民群众对政府的信任。因此,如何让政府保持正常运转,进而以全新的面目出现在公众的面前,更好的为公众提供高效的服务,便成了各界瞩目的焦点之一。舆论监督,尤其是新媒体舆论监督在制约政府不作为行为上,拥有无可替代的作用。本文即从新媒体、舆论监督、新媒体舆论监督及政府不作为等概念出发,论述了现阶段我国新媒体对政府不作为舆论监督的现状、面临的问题及原因;在此基础上提出完善新媒体对政府不作为现象进行舆论监督的对策。希望本研究能够有利于对当前政府不作为行为的制约与治理,促进政府改变工作作风,为双百目标的顺利实现及中国政治发展做出一定的贡献。
[Abstract]:Since the 18 National Congress of the Communist Party of China (CPC), under the guidance of the new concept of governing and governing, with the further development of the building of integrity, a new kind of political behavior-the phenomenon of government inaction-has attracted much attention. It not only weakens the credibility of the government, but also causes it to appear in a crisis of legitimacy and fail the trust of the people in the government. Therefore, how to keep the government running normally and then appear in front of the public in a completely new face, To better provide efficient services to the public has become one of the focuses of attention of all circles. Public opinion supervision, especially the supervision of public opinion in the new media, has an irreplaceable role in restricting the inaction of the government. This article refers to the new media and the supervision of public opinion. Based on the concepts of new media public opinion supervision and government inaction, this paper discusses the current situation, problems and reasons of the new media supervision over the government inaction. On this basis, the author puts forward some countermeasures to improve the supervision of public opinion on the phenomenon of government inaction by new media. It is hoped that this study will benefit the restriction and governance of the current government omission behavior, and promote the government to change its work style. To make a certain contribution to the smooth realization of the double hundred goals and the political development of China.
