我国公务员工资水平与腐败相关性的实证分析

【摘要】:腐败问题一直是困扰世界各国的一大难题,腐败带来的危害也十分深远。一方面,腐败不仅会降低政府行政的效率,还会减少公共投资的数量,造成机会的不平等,扭曲支出的优先权,进而抑制经济的增长。另一方面,寻租腐败的行为直接或间接地拉大社会的收入差距,甚至威胁国家地区的安全与稳定。关于腐败的治理,中外学者也进行了广泛而深入的讨论。提高公务员的工资作为治理腐败的一种手段,对于其有效性和可行性,学者则持不同意见。究竟这一手段是否可行?在我国具体的社会主义体制和经济转轨的特定时期是否有效?公务员的工资达到怎样的水平可以促进腐败水平的下降?这成为亟待解决的问题和用经验数据补充相关理论的重要环节。本文利用我国省级面板数据,在借鉴已有研究成果的基础上,梳理了高薪养廉的相关概念、衡量标准,理论基础,结合我国国情,并运用计量经济模型对公务员工资水平和腐败的相关性做了实证分析,并对计量回归结果做出解释,对治理腐败提出相关的建议。我们运用相关数据和计量模型,发现提高公务员的工资水平的确能够起到抑制腐败的作用。公务员的工资每提高一个标准差,腐败率下降22.99%。但是单纯依靠高薪养廉,成本过高并且不现实。根据们的测算,要使腐败率下降1%,则收入水平大致是2012年的5.65倍;增加反腐败投入能够有效的降低腐败水平,人均反腐投入每增加17.07元,腐败金额下降42843.88元。另外,人口的增长速度与腐败水平是负相关的关系,而人口的异质性和腐败水平则是正相关的关系,本文数据不支持人口素质与腐败水平的相关关系。根据实证分析结果,本文提出反腐败应该坚持提高公务员的工资水平,但这并不能作为腐败治理的唯一手段,还应该致力于构建公务员工资增长机制和薪酬比较体制,合理的逐步提高公务员的工资水平;继续大力发展我国的经济,完善市场经济体制;健全我国的法律体制,完善对权力的监督机制和对腐败的打击力度;大力推进廉政文化建设,构建核心廉政价值体系。
[Abstract]:The problem of corruption has always been a major problem in the world, and the harm caused by corruption is also very far-reaching. On the one hand, corruption will not only reduce the efficiency of government administration, but also reduce the amount of public investment, resulting in unequal opportunities. Distorting spending priorities, which in turn inhibits economic growth. On the other hand, rent-seeking corruption directly or indirectly widens the income gap in society and even threatens the security and stability of the country and the region. Chinese and foreign scholars have also carried out extensive and in-depth discussions. Raising civil servants' wages as a means to control corruption, scholars hold different views on its effectiveness and feasibility. Is this method feasible or not? Is it effective in the specific period of socialist system and economic transition in China? What is the level of civil servants' wages that can contribute to a decline in the level of corruption? This has become an urgent problem to be solved and an important link to supplement the relevant theory with empirical data. This paper uses the provincial panel data of our country, on the basis of the existing research results, combs the related concepts of high salary and low corruption, and measures the standard. On the basis of theory, combined with the situation of our country, and using econometrics model, this paper makes an empirical analysis on the correlation between civil servants' wage level and corruption, and explains the results of econometric regression. We use relevant data and measurement models to find that raising civil servants' wages can really curb corruption. Every increase in civil servants' wages is a standard deviation. The rate of corruption has dropped 22.990.But simply relying on high salaries to maintain a clean government is too expensive and unrealistic. According to our calculations, to reduce the corruption rate by 1 percent, the income level is roughly 5.65 times that of 2012; increasing anti-corruption investment can effectively reduce the level of corruption. Per capita anti-corruption investment increases by 17.07 yuan and the amount of corruption decreases by 42843.88 yuan. In addition, the growth rate of the population is negatively correlated with the level of corruption, while the heterogeneity of the population and the level of corruption are positively correlated. The data in this paper do not support the correlation between the quality of the population and the level of corruption. According to the results of empirical analysis, this paper puts forward that anti-corruption should persist in raising civil servants' wages, but this is not the only way to govern corruption. We should also devote ourselves to the construction of civil servants' wage growth mechanism and pay comparison system, to raise the wage level of civil servants in a reasonable and gradual manner, to continue to vigorously develop our economy, to perfect the market economic system, and to perfect our legal system. We should improve the supervision mechanism of power and crack down on corruption, vigorously promote the construction of clean government culture, and construct the core value system of clean government.
