省级政府网络舆情管理现状及完善对策研究

【摘要】：在互联网时代,新媒体技术正迅猛发展。我国接入互联网20多年来,互联网治理不断朝着科学化、正规化、系统化方向发展,网络舆情的管理也在不断受到重视。从我国网络舆情产生、发展的脉络以及当前态势看出,互联网的聚集放大效能,使得本不属于中央事权之内的局部事件,造成全国影响,打破行政区划,基层政府无力管控。因此省级政府部门网络舆情管理的作用地位日益凸显。本文为省级部门实现对网络舆情的善用、善管、善治,提出了有针对性的、可操作性的措施对策,对地方政府贯彻落实群众路线,提高社会管理水平,构建和谐社会具有现实意义。通过综合运用文献研究法、案例分析法和跨学科研究法等方法,充分结合我国互联网舆情形势特点,在论证省一级政府部门加强网络舆情管理的必要性、阐述互联网舆情的危害影响以及政府部门的完善对策等关键环节进行了理论创新。本文归纳了网络舆情对我国省级部门管理带来的冲击和影响,包括:网上违法犯罪行为颠覆道德观念,危害信息安全和政治安全,外部多种价值理念通过网络舆论场侵害意识形态安全,地方政府部门管理活动备受压力。分析了省级政府部门出现的问题和不足:思想观念上受思维定式、误区影响深重;互联网舆情工作方法策略不当;知识储备和业务技能有待提升;工作力量有待优化整合;全国影响力的大型网站、平台往往突破了地方管控的边界;反应迟缓、危机公关能力不足等顽疾。借鉴国际经验,提出了强化舆情管理工作的业务培训;建立健全舆情工作机制,促进形成工作合力;制定有利政策法规,调动社会资源服务舆情管理;从人才引进、技术研发、宣传教育等方面加大投入力度等主要完善对策。
[Abstract]:In the era of Internet, new media technology is developing rapidly. For more than 20 years, Internet governance in China has been developing in the direction of science, formalization and systematization. The management of network public opinion is also receiving constant attention. From the emergence, development and current situation of the network public opinion in our country, we can see that the gathering and magnifying effect of the Internet makes local events which are not part of the central authority, causing national influence. As a result, the role of network public opinion management of provincial government departments is increasingly prominent. This paper puts forward targeted measures for provincial departments to make the best use of network public opinion, good management and good governance. The operational measures have practical significance for the local government to carry out the mass line, improve the level of social management, and build a harmonious society. Through the comprehensive use of literature research, case analysis and interdisciplinary research, etc. Fully combining the characteristics of the situation of Internet public opinion in our country, and demonstrating the necessity of strengthening the management of network public opinion by provincial government departments, This paper discusses the impact of Internet public opinion on the management of provincial departments in our country, and summarizes the impact and influence of network public opinion on the management of provincial departments in China, including the theoretical innovation of the key links, such as the harmful effects of Internet public opinion and the consummation countermeasures of government departments. These include: illegal and criminal acts on the Internet subverting moral concepts, endangering information security and political security, and various external values infringing on ideological security through the network public opinion field. The management activities of local government departments are under pressure. The problems and shortcomings of provincial government departments are analyzed. Knowledge reserves and business skills need to be improved; work forces need to be optimized and integrated; large websites with national influence often break through the boundaries of local control; chronic diseases such as slow response, inadequate capacity for crisis public relations, etc. Learn from international experience, Put forward to strengthen the business training of public opinion management, establish and perfect the working mechanism of public opinion, promote the formation of work force, formulate favorable policies and regulations, mobilize social resources to serve public opinion management, introduce talents, research and development of technology, Publicity and education and other aspects of increasing investment and other major measures to improve.
