中国转型期公共政策辩论问题研究

【摘要】：目前中国正处于转型期,转型期的中国不同利益群体之间矛盾和冲突十分突出和尖锐,社会分层和流动持续加剧。建立一个不同人群之间、以及人群与政府之间沟通的桥梁显得尤为迫切和重要,因此,政府应该与公众开展广泛的交流与辩论,这就涉及到中国转型期公共政策辩论问题。对于中国转型期公共政策辩论现象,不能实行鸵鸟政策,熟视无睹,置若罔闻。当务之急便是要承认它的存在,规范它的存在,不要只一味的关注西方政策辩论现象,要挖掘和整理中国本土政策辩论资源,建立和发展中国政策辩论制度。本文针对这一问题进行深入研究,首先,对转型期公共政策与公共政策辩论的相关概念和相关理论进行阐释,在此基础上研究中国转型期公共政策辩论产生的背景、涉及的相关要素以及特点。并通过对中国转型期公共政策辩论的现状进行梳理,找到中国转型期公共政策辩论存在的问题以及原因;其次,对中国转型期政策辩论与政策效果的相互作用进行分析;最后,提出提升中国转型期公共政策辩论质量的策略建议,为中国转型期公共政策提供参考。
